The BBC is re-tendering its current roster for Market Research Services which will need to be able to meet all of the identified research requirements. The Specification of Requirements attached in Bravo Solution portal sets out the BBC’s current requirements for the provision of Market Research Services.
Market Research is commissioned for a variety of purposes within the BBC, across the full range of different audiences for its programmes and services. The research will inform strategic policy, commissioning and editorial decisions as well as ensuring audiences are at the heart of everything the BBC delivers therefore we are looking to appoint a good range of agencies that can meet the BBC’s requirements across all platforms and target audiences.
This includes the BBC’s requirements for its “Pulse” contract. The Pulse contract provides a range of research to the BBC: a daily survey which is used to track the quality of programmes and services within 48 hours of transmission for TV & radio; a weekly cross media survey and multiple weekly ad-hoc questionnaires. The current contract for the Pulse is due to expire on 31st March 2015 with a possible 1 year extension until the 31st March 2016 and the BBC anticipates that relevant agencies from Lot 1 of the Market Research Services roster will be invited at the appropriate time to respond to a brief for these requirements going forward.
The BBC’s requirements for Market Research Services have been divided into two (2) lots as follows:
Lot 1 – Core Research (a range of 25-35 suppliers)
Lot 1 comprises ‘core’ research agencies which conduct qualitative, quantitative or full service research. This group of suppliers will, together, meet the majority of the BBC’s wide ranging research needs
Lot 2 – Specialist Capability (a range of 10-40 suppliers)
Lot 2 comprises a list of key research specialism categories which have been identified as areas that are growing and/or critical to research in a part or parts of the BBC. As such, the BBC want to ensure that we have sufficient depth of high quality on-roster experience in these areas.
Applicants may submit a PQQ Response in respect of either Lot 1 or Lot 2, or both lots.
For Lot 1, Applicants should respond in respect of quantitative and/or qualitative research in line with their experience and capabilities in such fields.
For Lot 2, Applicants should respond in respect of the listed research specialisms, in line with their experience and capabilities in relevant specialisms. The BBC reserves the right to withdraw any individual research specialism currently included within Lot 2 from the scope of the procurement process at any time prior to award (including following receipt of PQQ Responses from Applicants) without incurring any liability to any affected Applicants.
All agencies will be required to provide services across BBC locations (in and outside of London).
The framework agreements will have an initial term of two (2) years and may be extended at the BBC’s option on up to two (2) occasions for up to twelve (12) months on each occasion. The maximum term of the framework agreements including extensions is four (4) years.
For clarity please note that the value range of £35M to £40M stated in Section II.1.4 of this Notice applies to the maximum potential term of the framework agreements of 4 years (i.e. an initial term of 2 years plus 2 further extensions of 12 months on each occasion).

The awarding authority reserves the right not to award a contract and to annul the procurement process at any stage.
