Market research services. 1.1 National/local context and evidence base.
The NHS Act (2006) placed all statutory NHS organisations under a legal duty to involve patients and their representatives in decisions about services including commissioning of services. This duty was reinforced by The NHS Constitution (2009) and furthermore, section 14Z2 of the Health and Social Care Act 2012 states, CCGs have a mandate to involve people in the commissioning arrangements relating to the planning, provision and delivery of NHS services.
Patient and Public Engagement (PPE) can support healthcare services to become more responsive and to achieve better outcomes along with increased cost effectiveness by understanding local needs and how people access and use services. PPE can also help the local populations to become involved in assessing and redesigning the healthcare services that they use.
Newham Clinical Commissioning Group (CCG) is committed to working innovatively with patients and the public to tackle health inequalities, improve the health of local people and the quality of the services that they receive.
2. Scope
2.1 Aims and objectives of service
The key aim of the service is to ensure better health outcomes and improved responsibility and accountability on the part of those who provide health services for the people of Newham. The service provider will work closely with Newham CCG to embed PPE at all levels of decision making and promote and secure ‘community ownership’ of health.
