VisitScotland is currently tendering for a suitably qualified agency (or agencies) for the provision of creative and account management services in the delivery of marketing and advertising activity targeting its key international markets. To date, VisitScotland has used a European agency for its Pan-European work and a US based agency for its long haul activity. While the preference may be to award the creative and account management services contract to one global agency, the right is being reserved to award separately (i.e. appointing one agency to manage Europe and another to manage Long Haul, as is currently the case).

VisitScotland strongly believes in developing marketing strategies based on a comprehensive understanding of its markets and consumers and therefore wish to incorporate a programme of research into the tender process for appointing the creative agency (or agencies).

The main aim of this research will be to identify the overall consumer proposition which will communicate VisitScotland’s marketing messages most effectively in priority markets. For the purposes of research, these markets will be the USA, Germany and France. The research will also be expected to establish which creative treatment will be the most effective.

The successful research agency will be required to produce recommendations on the creative propositions which will feed directly into the tender process.
