Description of the contract
Serious and Organised Crime is a threat to our national security and costs the UK more than £24 billion a year, leads to the loss of life and can deprive people of their security and prosperity. In response to this, HM Government published the Serious and Organised Crime Strategy in October 2013 to substantially reduce the level of serious and organised crime affecting the UK and its interests. This strategy takes a four part approach: 1. Pursue: prosecuting and disrupting people engaged in serious and organised crime. 2. Prevent: preventing people from engaging in this activity. 3. Protect: increasing protection against serious and organised crime. 4. Prepare: reducing the impact of this criminality where it takes place. As part of this, communications, education and local partnership initiatives need to equip people to do some or all of the following: • better recognise organised crime (Prevent, Protect, Prepare). • report organised crime (Prepare & Pursue). • adopt certain ‘safer’ behaviours that might make them less susceptible to targeting by organised criminals or becoming victims of organised crime (Protect). • choose not to purchase acquisitive or counterfeit commodities / commodities of organised crime (Prevent). • choose not to get involved in organised criminal activities (Prevent). Purpose The Home Office requires a quantitative research agency to deliver public opinion polling (pre and post campaign) to assess the effectiveness of a planned communications pilot targeting men and women aged 60+. The initiative, which will be delivered in 14/15 initially in one geographic region will encourage the target audience to: • better recognise fraud. • adopt certain ‘safer’ behaviours that might make them less susceptible to targeting by organised criminals or becoming victims of organised crime (Protect).
