Northamptonshire County Council (‘NCC’) is looking for a Supplier for a Master Data Management (‘MDM’) technology solution designed to provide a solution for its Single Point of Data for Customers (‘SPDC’) requirement.
Records of NCC customers and key data relating to them are held in a number of “line of business systems”. With the exception of a number of point-to-point interfaces designed to enable specific transactional processes, these systems work in isolation from each other. This has resulted in discrete “data islands” – with no effective relationship between them. This means that NCC does not have to ability to see all aspects of a customer across services and time.
The objective of this project is to select, procure and implement a solution that will allow these disparate data sources to be treated as one – without the need for a more traditional data warehouse solution. The solution should be sufficiently flexible to allow implementation for business systems that employ a wide range of technical architectures and scalable to allow the initial implementation to be extended to include additional business systems without significant rework of the solution already delivered.
It is anticipated that the initial implementation of the solution will span the data held within the following line of business systems:
• OLM Ltd’s CareFirst Solution (Adults and Children Social Care Case Management)
• Capita’s ONE Solution (Education & related support services)
• Capita’s E-Start Solution (Children’s Centres)
• CRM (Microsoft Dynamics CRM Solution, NCC’s Customer Contact Centre CRM application)
Successful delivery of this project will provide the capability to actively manage the relationship of customer data across line of business systems and to enable it to be treated as a single data source for the purposed of business management and development.
A Request for Information (‘RFI’) has been issued to help NCC outline costs to design and implement an appropriate solution. Suppliers interested in completing in this RFI are invited to register their interest via email to AGarvin@northamptonshire.gov.uk, providing company and main contact details. An RFI document, which explains the process in more detail along with the questions for completion and submission by 17:30 on Friday 15th March 2013, will then be issued.
