MCA was created in 2012 to focus the business in Measurement Control And Automation (MCA) capability and to deliver uniform strategic solutions throughout the company. MCA develop strategy, delivers projects and maintains operational data systems.
The portfolio of projects being delivered will provide key enabling technology to meet the Future Concept of Operation (FCO). Currently the portfolio LBE is 64 000 000 GBP. The project range from business critical major projects (STS Programme 37 000 000 GBP) to telemetry modifications for Asset Performance or the Capital Programme
Proposed Scope of MCA D&B Framework:
Definition
— provide specialist MCA front end design services for projects, as required between PRG approvals stages 1 to 3, to meet the various business requirements for end to end operational data,
— investigate suitable technology, develop solution feasibility studies,
— define solution(s) with user requirements, construction scope, interfaces, constraints estimates and project management services
Implementation / hand Over,
— undertake turnkey delivery of implementation phase. To include detailed solution design, functional design specification (FDS), ICA panels, PLCs Scada equipment and communications networks field instruments (utilising UU’s Kit Framework Agreements where possible),
— procurement of software licences and systems integration delivery,
— undertake construction management including Principal contractor role,
— carry out installation work for retrofitting at existing works. This will involve no or minimal civil work,
— carry out factory and site testing, commissioning and hand over training,
— provide comprehensive as-built information,
— optionally carry out testing repair and planned preventive maintenance on ICA equipment and networking components
Considerations.
A core skill needed within the D&B supplier will be to have systems integration capability to either deliver systems integration or manage our SI framework suppliers. The Systems Integration delivery route will be agreed at the start of each project.
With respect to panel building we anticipate the D&B supplier to be capable of building panels for ICA only applications. Any projects requiring new MCC’s would use the existing MCC kit framework suppliers.
Other existing Kit Frameworks would remain in place and be utilised by the MCA Design and Build Frameworks as far as possible.
The proposed Strategy for engaging the market is to issue an OJEU notice following the responses from the PIN.
