II.1.5)Short description of the contract or purchase(s)

Fife Council intends to enter into a framework agreement to provide Mechanical and/or Electrical Engineering Consultancy Services (Lead and Non-Lead) to support the in-house delivery team.
It is anticipated that a significant proportion of the Specific Contracts commissioned from this Framework Agreement will be single discipline. Therefore, the Framework Agreement will be split into three lots. These are identified as follows:
1. Mechanical Engineering Consultancy Services
2. Electrical Engineering Consultancy Services
3. Mechanical and Electrical Engineering Consultancy Services
It is intended that Specific Contracts will be awarded on an “as required” basis following mini competitions with all Services Providers appointed to the relevant framework lot.

Invoices shall be submitted on a monthly basis. Payment will be made within 40 days of the date stated on the invoice. Invoices cannot be submitted in advance of any works being carried out without prior permission from a representative of Fife Council.

Precise information on deadline(s) for lodging appeals: The Council will incorporate a minimum of 10 calendar day standstill period at the point when the information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to seek further debriefing from the contracting authority before the contract is entered into. Applicants have 2 working days from the notification of the award decision to request additional debriefing and that information has been provided a minimum of 3 working days before the expiry of the standstill period. Such additional information should be required from the address noted in point I.1) of the contract notice. If an appeal regarding the award of the contract has not been successfully resolved The Public Contracts (Scotland) Regulations 2006 (SSI 2006 No 1) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the ruleto take action in the Sheriff Court or Court of Session. Any such action must be brought promptly (generally within 3 months). Where a contract has not been entered into the court may order the setting aside of the award decision or order the authority to amend any document and may award damages. If the contract has been entered into, the court may set aside the contract or award damages. Time limits for participation is to Note an Interest.
