The scope shall include legislative scheduled maintenance and servicing, reactive/call-out maintenance and repair, advice, contract and performance management. The following areas are excluded from the Contract scope at time of issuing the tender:
Heating Equipment Maintenance, Gas tightness testing, Gas Safe Landlords certificates, Catering Equipment, Water Systems Management – legionella, LEV COSHH testing and inspections, Fire Alarm Testing.

In case of a joint tender submitted by a group of organisations or persons, (e.g. a consortium) such organisations or persons will be regarded as partners. If awarded the contract, they will be jointly and severally liable under the contract terms. A grouping or consortium falling into this category will be required to indicate in its response to the Pre-Qualification Questionnaire whether the partnership will take the form of:
a) a new or existing legal entity which will sign the contract with the Authority in case of award;or
b) a group of partners not constituting a new legal entity, who via a power or attorney, signed by an authorised representative of each partner (except the lead partner), designate one of the partners as lead partner, and mandate him as lead contractor to sign the contract with the Authority in case of award.
