Tenders for APMS services at:
1. The Petros Medical Practice, Luton, UK.
2. The Kinsgway Health Centre, Luton, UK.
Bedfordshire & Luton PCT cluster is seeking tenders from suitably qualified and experienced providers for the provision of Additional Primary Medical Services (APMS) at the Petros Medical Practice and the Kingsway Health Centre in Luton.
Providers can bid to provide services at either/or both of the Health Centres. Potential bidders will qualify for both services but tender for either or both services as separate lots.
1. Petros Medical Practice.
The actual registered list size as of January 2013 is 6,273. The premises are located in Lucas Gardens, Luton.
Continuation of provision of Services from the existing premises is a requirement.
2. Kingsway Health Centre.
The actual registered list size as of January 2013 is 7,997. The premises are located in Dunstable Road, Luton.
Continuation of provision of Services from the existing premises is a requirement.
3. Critical Success Factors.
The Commissioner requires the Provider to meet the following CSFs throughout the life of the Agreements:
Access – The services procured must be provided in locations and facilities that meet local patient access preferences (e.g. opening hours).
Capacity – The aim of the Procurement is to continue to provide local general medical services for the registered population.
Quality – Services must be patient-centred, effective and delivered in a safe manner.
Value for Money (VfM) and Affordable – The general medical services will be procured through The Procurement and must be affordable and provide VfM.
Local Engagement.
Appropriate management of Unscheduled Care.
4. Expressions of interest.
Providers wishing to express an interest for delivering these services can do so by logging onto the Commissioning Authority’s Procurement eTendering portal, link: https://eoecph.bravosolution.co.uk and registering by no later than 17:00 hours on Tuesday 23.4.2013.

Please note that the route to procure the service will be a Part B procurement and all PQQ documentation will be available on Tuesday 26.2.2013.
5. To register on the portal:
To register on the portal and access the procurement documentation, providers must follow the instructions below:
i From the portal Home Page, click the ‘Click Here to Register’ link.
ii Accept the terms and conditions for using the portal.
iii Complete your organisation and personal details.
iv Choose a memorable username and submit.
v You will shortly be sent an email with your unique password, please treat this securely (if you lose it there is a ‘Forgot my Password’ link on the portal homepage).
6. To express interest in the tender.
i Login with your unique username and password
ii From the suppliers reserved area click ‘PQQs Open to All Suppliers’ –this is a repository of all PQQ’s open to any registered supplier.
iii Browse the PQQs (there may be more than one page) and select ‘Petros Medical Practice & Kingsway Health Centre’ by clicking on it.
iv Note the Details buttons on the left for Navigation and the Actions below.
v Click the ‘Express Interest’ action –this will move the PQQ from the PQQ’s Open to All Suppliers area to your ‘My PQQ’s’ area –this is a reserved area for PQQ’s that you have either been invited to or expressed interest in.
7. Bidder event.
A Bidder event will be held on the afternoon of (insert date of bidder event). Providers who wish to attend this event should use the messaging facility on the Commissioning Authority’s Procurement eTendering portal to reserve places, which are limited to two per organisation.
8. Transfer of commissioning authority.
It is envisaged that the Commissioner may require this contract to be assigned or transferred to any successor of the Commissioner, which shall include National Commissioning Board or any other commissioning board or body taking on the Commissioner’s functions, pursuant to a direction of the Secretary of State for Health or otherwise. The contract will be binding on successors and assigns of the Commissioner.
9. Note re part B services.
The services to which this notice relates fall within Part B of Schedule 3, Part 10 of the Public Services Contracts Regulations 2006 (as amended) (‘the Regulations’). Neither the publication of this notice nor the employment of any particular terminology nor any other indication shall be taken to mean that the contracting authorities intend to hold themselves bound by any of the Regulations save those applicable to Part B services.
10. Next steps of process.
Closing date for the submission of completed PQQ is 17:00 hours on Tuesday 23.4.2013.
All correspondence will only be dealt with through the eTendering portal.
Neither the Commissioner nor potential providers will be obligated to further commitment as a result of initial expressions of interest.
