Warwickshire CC is looking for a single provider to deliver the Mental Health Employment Support Service county-wide.
The service will adopt recommended best practice for the delivery of support employment, including a strong focus on utilising Individual Placement and Support (IPS) principles in the service delivery model. The principles advocated include:
— The focus should be on achieving paid competitive employment.
— Eligibility is based on an individual’s preferences and anyone who is motivated to work is given the help to do so.
— Employment support tries to find work that is consistent with people’s preferences and choices.
— Programmes should involve rapid job search and minimal pre-vocational training.

II.2.4)Description of the procurement:
The Mental Health Employment Support Service will adopt recommended best practice for the delivery of support employment, including a strong focus on utilising Individual Placement and Support (IPS) principles in the service delivery model. These principles advocate that:

— Vocational programmes are integrated into the work of clinical teams.
— Attention to client preferences and choice is important.
— There should be availability of time-unlimited support and this should be tailored to the person’s individual needs, and available to both the employee and employer.

The services may be developed and modified during the course of the contract period to meet the changing demands, requirements and needs of the customers and the Authority.
1.7.2016 to 30.6.2019 –The initial contract term will be 3 years however the Authority reserves the right to extend the contract by further periods not exceeding 36 months.

The Council will undertake its financial assessment of the tendering organisation (and if considered necessary by the Council, any partners within a consortium bid) based on its own evaluation of the Tenderers most recent 2 years accounts (or if 2 years accounts are not available, equivalent evidence which confirms financial viability). The assessment of accounts will be supported by an independent credit reference report from Credit safe where this is available. The Council may also impose a Bond or Performance Guarantee on the successful Tenderer. Minimum level(s) of standards possibly required: Evidence as stated in the tender documentation.
