Mental Health Ringfence Review


Description of the goods or services required

The Minister for Health and Social Services has made a commitment to review the financial ring-fencing arrangements for mental health services in Wales. The over arching purpose of the review is to provide recommendations on how the ring fence can be strengthened to achieve the outcomes of Together for Mental Health and ensure consistency of approach and application across Wales.

The resulting arrangements need to enable Local Health Boards to demonstrate:

• How much is spent across all ages and on what

• Which expenditure is included

• How value for money is being provided

• How investment is changing year by year

• How expenditure is helping to deliver Welsh Government’s strategic outcomes as set out in Together for Mental Health.

The successful organisation will need to evidence that they have an understanding of the financial framework for NHS Wales and an understanding of the national policy context for mental health. Recommendations will need to be submitted to Welsh Government within 3 months of the commencement of this work.

– The first person from your Organisation to use the Platform will be required to register on behalf of the Organisation.
