Description of the contract
The Flexible Support Fund (FSF) is intended to help Jobcentre Plus (JCP) District Managers to flexibly deliver elements of our service in the way they see fit for their Districts. In particular, the FSF enables JCP Districts to trial different approaches to tackling worklessness. Greater autonomy for District Managers will enable Jobcentre Plus to respond to one of the priorities of the coalition government – public service reform and the devolution of power from the centre to the front line. District Managers are best placed to deliver elements of our service effectively and efficiently, procuring external services where appropriate, in order to meet the needs of local claimants. The JCP District of Gloucestershire and West of England (G&WE) intend to use the FSF to access more specific and bespoke support, including diagnostic assessment, 1-2-1 support and mentoring for unemployed claimants to move them into, or nearer, employment through its partnership with Cheltenham Borough Council (‘Opportunity Cheltenham’). The requirement is for a dedicated ‘Opportunity Cheltenham’ Adviser to provide Diagnostic and Planning Support for individual participants, utilising a series of interventions and available opportunities designed to tackle individual barriers, helping them move towards and / or into employment. In addition, a pool of suitable mentors will be required in order to provide work focused Mentoring Support for appropriate individuals throughout the period of their participation on the provision.
