The Metropolitan Police Service (MPS), founded by Sir Robert Peel in 1829, is famed around the world and has a unique place in the history of policing. Today, accountable to The Mayor’s Office for Policing and Crime (MOPAC), the MPS is responsible for policing an area of 620 square miles with a daily population of over 12 million.
The MPS, in common with the majority of other public sector organisations is facing significant cost/budget challenges over the next few years. In order to meet this challenge the MPS is radically changing to improve the delivery of high quality policing services in a more effective and cost efficient way so that it becomes the best police service in the world. The MPS, however, needs to eliminate duplication and work as one organisation to achieve the outcomes.
The changes mean a fundamental re-think about the way the MPS delivers its services to become a modern and responsive organisation that puts the public at the heart of what it does. The outcome of the changes will ensure neighbourhood policing is the foundation of what the MPS does overlaid with flexible and dynamic pan London response, investigative and specialist policing. This will all be supported with streamlined, efficient and co-ordinated support functions (Support Services) that together will deliver high quality policing services in a more effective and cost efficient way so that it becomes the best police service in the world.
The transformation of the support functions (Support Services) is a key enabler to providing effective and efficient front-line policing. Support Services covers a wide range of support functions, including the provision of buildings and information technology as well as responding to internal requests for interpreters, ordering uniform, processing expenses claims and providing human resource advice. No decision has yet been made about how these services will be delivered.
This Prior Information Notice (PIN) issued by the MPS on behalf of MOPAC is the commencement of a market engagement exercise to examining new ways of bringing these support functions together to deliver services to the front-line in the most efficient way.
The service areas that are in scope of this market engagement are:

— Finance Services;
— Property Services;
— Customer and Commercial Services;
— Human Resources (People Services);
— Procurement Services;
— Legal Services;
— Media and Communication Services;
— Information Technology.
For the avoidance of doubt please note that no police officers are in scope for this market engagement.
We anticipate that as part of this market engagement exercise a variety of differing approaches are likely to be explored. Examples of such approaches may be the introduction of fully automated business processes, shared service models and the differentiation of services between high level strategic advisory services and transactional services.
The MPS wishes to understand from the market the scope and scale of each separate service area (‘Lot’) and determine if there is any natural delineation or synergies of the current service area (Lot) boundaries.

Interested suppliers are advised that it is the intention of the MPS to hold a Supplier Conference Day on 25.2.2013 at Empress State Building, Earls Court, SW6. All Suppliers who request the additional information via the above mailbox and subsequently nominate a maximum 3 attendees no later than noon on 18.2.2013, will be able to attend. Suppliers requesting access to the additional information after this date can still submit a response to this market engagement but will not be able to attend on 25.2.2013. The closing date for responses to the market engagement is 8.3.2013.
The MPS will also consider whether further clarification or market engagement is necessary to develop the views of the market more specifically.
Additional Information:
The MPS wishes to provide fixed points of contact for this market engagement exercise as set out in the relevant documents and interested parties are requested not to contact any other individual or team at the MPS or any of its advisors.

This PIN is issued solely for the purpose of conducting a market engagement exercise and does not constitute any commitment by the MPS or any of its stakeholders to undertake any public procurement exercise in the future.

This PIN notice does not constitute a call for competition to procure any services, supplies or works for the MPS and the MPS is not bound to accept any proposals offered. The MPS is not liable for any costs, fees or expenses incurred by any party participating in the market engagement exercise.
