The Council is seeking to establish a new Joint Venture Vehicle (JVV) with a private sector partner (the “PSP”) who will share in its ambition and commitment to deliver successful and sustainable housing–led regeneration. It is envisaged that the JVV will be a corporate vehicle in which the Council and the PSP will each hold a 50 % interest, and that it will operate over a 10-15 year period commencing in 2013. The opportunity is anticipated to comprise approximately 57 hectares of land at Hemlington. The remit of the JVV will be flexible and wide ranging and its activities may include master planning, delivery of site infrastructure, promotion, design and/or delivery of housing development and remediation but may also include (without limitation) commercial development, neighbourhood/public realm improvements and community schemes. This opportunity is intended to be structured in a way which may be attractive to a wide spectrum of the market, including institutional investors in addition to housing, contractor and regeneration specialist developers. The contracting authority may accept variant bids in addition to a standard bid as set out in the tender/contract documents provided the contracting authority’s core requirements are met and provided the variant is submitted in accordance with the tender/contract documents. The contracting authority estimates that the GDV will be in the region of 250 000 000 GBP but reserves the right to amend this figure up or down. Requests to participate must be made by completion and return of the pre-qualification questionnaire by the date and time specified in point IV.3.4 and in accordance with the instructions set out in the pre-qualification questionnaire. Completed pre-qualification questionnaires submitted after the deadline may not be considered. For consortium bids the information in section III.2 must be supplied by each consortium member but the lead member should aggregate its members details and submit this as a single application. Candidates are advised that the contracting authority is subject to the Freedom of Information Act 2000 (“the Act”). If a candidate considers that any of the information supplied as part of this procurement procedure should not be disclosed because of its commercial sensitivity, confidentiality or otherwise, they must, when providing this information, clearly identify the specific information they do not wish to be disclosed and clearly specify the reasons for its sensitivity.
