UK MOD issued a Contract Notice on 3.10.2018 for combined Hard and Soft Facilities Management at Portsmouth. UK MOD is now issuing this Contract Notice (CN) to advertise the requirement for Soft Facilities Management only at Portsmouth under DSPCR 2011, (Estimated value: Category C: 20 000 000 GBP to 100 000 000 GBP), as part of the Future Maritime Support Programme (FMSP). An amended Contract Notice has been issued for hard facilities management only at Portsmouth.
Potential Providers are invited to express their interest in this procurement by 12:00 noon on 28.11.2018, through the submission of a Pre-qualification Questionnaire (PQQ) including execution of a competition process agreement.
The Authority has engaged Commerce Decisions Ltd to run the Competition Site (AWARD®) to support the PQQ process. The competition site is available as an internet-based portal, providing access to relevant information controlled via login and permissions. Operating instructions for the competition site are available on the competition site once login and permissions are issued. Potential provider entities must have self-registered on the competition site, through the open registration process to access the PQQ documents.

At the HM Naval Bases and associated Dockyards at Devonport, Clyde, Rosyth and Portsmouth.
In 2014, the Authority placed two contracts with industrial partners, Babcock Marine (BM) and BAE Systems (BAES) for Naval Base, Ship, and Submarine outputs. These contracts form the Maritime Support Delivery Framework (MSDF) and are due to expire on 31.3.2020.
Recognising the success of both MSDF, and its predecessor the Warship Support Modernisation Initiative (WSMI), in supporting the RN, after nearly 20 years it is timely for the Authority to review its current Naval Base services solution. The FMSP is the result of this review.
The FMSP is a programme of work that will succeed and improve upon the MSDF contracts currently in place, commencing on 1.4.2020. FMSP will deliver additional transformational change, cost reductions (in the target of 30 %) and an improved service for the RN.
The Contracting Authority considers that economic operators who are Small or Medium Enterprises (SME’s) could participate in this contract individually or through the partnership/collaboration with other SME’s/suppliers or as part of the Supply Chain to other suppliers. The PQQ Supplementary Information on the Competition Site includes a contact list of suppliers who participated in the FMSP Market Engagement phase which may be of assistance to SME’s in this regard.
Suppliers interested in working with the Ministry of Defence should register on the Authority Supplier Information Database (SID) Register, available at www.contracts.mod.uk. Please note: the registration and publication of a company profile on the Authority SID does not mean or imply that the Supplier has in any way been vetted or approved by the Authority, nor does it imply that an application made in response to this procurement will be successful. Suppliers wishing to compete for advertised MOD contracts must respond to any specific call for competition by submitting a separate expression of interest in accordance with the instructions contained in the specific contract notice.
The Authority reserves the right to:
(i) amend the procurement timeline at its sole discretion;
(ii) withdraw this notice at any time for any reason;
(iii) not to award any contract to any tenderer. The Authority does not bind itself to enter into any contract(s) arising out of the proceedings envisaged by this contract notice and no contractual rights express or implied arising out of this contract notice or the procedures envisaged by it;
(iv) amend any condition related to security of information to reflect any changes in national law or government policy. If any contract documents are accompanied by instructions on safeguarding classified information (e.g. a Security Aspects Letter), the Authority reserves the right to amend the terms of these instructions to reflect any changes in national law or government policy, whether in respect of the applicable protective marking scheme, specific protective markings given, the aspects to which any protective marking applies, or otherwise.
