II.4)Short description of nature and quantity or value of supplies or services:

Refuse recycling services. The Waste Collection Authorities (WCAs) and the Waste Disposal Authorities (WDAs) in Norfolk, are looking to procure a contract to receive, transport, process and separate co-mingled dry recyclable materials and secure markets for the materials and the disposal and or treatment of contaminants or rejects. The seven WCAs all currently participate in a contract that delivers these services via a materials recovery facility and associated transfer facilities. The combined tonnages currently collected are in excess of 60 000 tonnes per annum consisting of mixed papers, news & pams, ferrous and aluminium cans, plastic bottles, catalogues, aerosols, and cardboard.
The existing contract is due to end on 31.3.2014. The guiding principles agreed by the participating authorities for the procurement are set out in the detailed documentation available from ESPO, but key amongst them are wish to identify a solution which helps promote and maximise recycling and which delivers social and financial benefits to the councils involved and the communities they serve.

Potential applicants should note that a bidders’ briefing meeting will be held on Thursday 31.5.2012. The meeting will be held in Norwich (exact details of the venue and timing will be advised when PQQ documentation is published on 18th May). The meeting will be an opportunity to learn more about the Councils’ requirements and the procurement process, and to raise any questions. Although attendance is not mandatory, all prospective applicants are invited to attend.
