Under the scope of this contract the appointed service provider will be expected to:
— Develop information / content as stipulated by Councils using an existing mobile App framework supplied by Invest NI;
— Develop the mobile App capability for Blackberry and to ensure it has the ability to run on the web via laptop PC and tablets;
— Upload information / content for Councils into downloadable mobile Applications (mobile web service) within the 6 months following award of the contract;
— Complete a successful transfer/handover of mobile App to Councils after installation within 6 months following ward of the contract; at this time all responsibility for content management will transfer to Council;
— Support, update and maintain the technical functionality of mobile App until 30.6.2015.

The Conditions of Contract contains a Social Clause which requires the successful Contractor to put processes in place to provide opportunities for all employees associated with the contract, without Level 2 qualifications, to develop and achieve essential skills qualifications in literacy, numeracy and ICT. The Contractor shall provide reasonable evidence of the offer and take up where appropriate.
