The Customer is looking to appoint a contractor for the provision of a cell site analysis service. The successful contractor must analyse and review mobile telephone records and RFPS results in order to establish where a mobile phone could have been located when a call, SMS or download has been made or received. The contractor must then provide evidence and an expert opinion to be presented to court, tribunal or disciplinary board. In summary the requirements are:
— Analysis of call records to profile phone usage;
— Using RFPS results, providing cell site analysis to predict the location or movement of a mobile phone at a particular time/date or through a sequence of calls. The initial contract is for 2 years with the option to extend 3 x 12 months.
