Introduction
The purpose of this document is to provide a specification for an alternative contractor module for DMBC which will be used for responsive, capital and void works carried out by Direct Labour Operatives, Contractors and Sub-Contractors alike and Pre and Post property inspections carried out by DMBC Officers. Whilst also identifying specifics for a replacement mobile provider.
Business Context
DMBC currently use a bespoke contractor module designed and implemented by DMBC in the mid 1990s (Matrix). In addition to this DMBC currently use a mobile solution provided by Cognito which has been in place since 2007. Both of these solutions are now deemed to be out of date and would fail to demonstrate value for money in the coming years. In light of this, DMBC”s current contractor module and mobile provider will be investigated with a view to replacing the both systems ideally with a lone solution.
The Scope
The scope of the project is to procure an externally hosted IT solution for the replacement of Matrix and Cognito, including:
— Personnel Management;
— Stock Control;
— Timesheet and Performance Management;
— Job Costing;
— Works Allocation;
— Integrated Mobile/Smartphone Solution;
— Full integration with DMBC”s current systems;
— Pre and Post Property Inspections.
DMBC”s current systems are still to be used including Northgate Housing and Xmbrace DRS.

— Current Number of Trade Operatives: 250 (70 Mobile);

Dudley MBC will be utilising its e-procurement portal In-Tend for this procurement exercise. The Tender should be received no later than 3.3.2014 at 12.00 noon hours and will be available for download until 23:59 hours on 2.3.2014. URL: http://www.blackcountrybusiness.co.uk
