TFL wishes to engage with the market, in particular hardware and software providers, to understand the available technology and solutions to enable the provision of mobile voice and data in an underground environment (Communications Below Ground project). The existing underground infrastructure consists of tunnels and stations constructed of concrete, brick and cast iron. They vary from being ‘cut and cover’ tunnels on the sub-surface lines and deep tube tunnels.
TfL wishes to conduct an early market engagement exercise to develop a procurement strategy which will optimise open market competition and deliver better value TFL is only seeking suppliers to express an interest in these services at this time. Details of the information required can be found within the Expression of Interest document which can be obtained by sending an email to SCCPOMR@tfl.gov.uk
The expressions of interest received by 15:00 on 23.8.2013 will then be reviewed. Future stages are still to be determined but they may include:
Supplier days to be held at a central London location
Further written submissions may be used to inform TFL in its continued consideration of the nature of any procurement process which it may wish to embark upon in the future
TFL will also consider whether further clarification or soft market testing will be carried out to develop the views of the market more specifically.
TfL is under no obligation to follow up this soft market testing in any way or with any interested parties. Any such discussions will cease in the immediate run up to any formal competition.
