Sound of Barra Virtual Tour


Description of the goods or services required

The Sound of Barra has been proposed as a Special Area of Conservation for its sub-tidal sandbank and reef habitats, and its harbour seal population. Scottish Natural Heritage was recently instructed by the Scottish Government to consult stakeholders on these proposals. Irrespective of whether the designation proceeds, the Sound of Barra is a spectacular location for its marine wildlife and natural heritage interest. We would like to commission a virtual tour of the Sound to a) promote the area as a visitor destination, b) provide an educational resource that details the marine environment of the area and places that in context and c) raise awareness of how that environment is vital in delivering economic and social benefit. We want an inspiring, interactive motion graphics of the underwater environment of the Sound using real data from the site.

In 2010 SNH commissioned work to develop and market test a pilot motion graphics resource designed to assist stakeholder engagement in Marine Protected Area consultations. The resulting interactive pilot, which used data from the Loch Sunart Special Area of Conservation (SAC), can be accessed at SNH Commissioned Report No. 428, which sets out the process undertaken to develop the pilot and summarises the results of the market testing exercise, is currently available by request to the Nominated Officer. The report found that “stakeholders were overwhelmingly in favour of using motion graphics” to increase awareness of SNH work and Marine Protected Areas. SNH now wants to use these findings and recommendations to further explore the potential for interactive motion graphics to assist in stakeholder engagement in Marine Protected Areas, Nature Based Tourism and Environmental Education.

The main objective to this project is to use existing SNH data to develop an inspiring and informative underwater motion graphics resource, formatted both for SNH use with its internal systems, and for delivery through web-based platforms such as Google Earth. It should also be possible, where an adequate internet connection is not available, to access the resource via a DVD.

The contractor should use the bathymetric data provided by SNH to produce a ‘3D’ representation of the underwater landscape of the Sound of Barra. This landscape will be the basis for the motion graphics which should propel users through the underwater world with fixed interpretation along the way.

Minimum standards and qualification required

i) Ability and technical skills to develop underwater motion graphics for SNH to use with its internal systems, and for delivery through web-based platforms such as Google Earth;

ii) Experience of 3D visualisation of environmental data;

iii) Capability to mobilise Geographic Information data products into motion graphics outputs;

iv) Capability to interpret and develop bathymetric datasets for rendering as motion graphics products;

v) Proven ability to produce concise reports (to summarise the project);

vi) Proven ability to manage projects to tight deadlines; and

vii) Excellent communication skills.
