A key feature of the proposed contract will be that all contractual payments will be made strictly on the successful achievement of outcomes. The appointed Partner will need to raise capital to fund the provision of multi-systemic therapy until outcomes are achieved and contractual payments are received.

Please note that the services detailed in this contract notice fall under part B of the Public Contract Regulations 2006. This notice is therefore a non-mandated notice and the Authority will not be required to run this procurement in accordance with Part A of the regulations.
The contract term will comprise of the following periods:
1) Mobilisation – 6 months;
2) Delivery and outcomes tracking – 5 years;
3) Final outcomes tracking – 2.5 years.

Suppliers are advised that Essex County Council is subject to the Freedom of Information Act 2000 (FOIA) and the Environmental Information Regulations 2004 (EIR). If a supplier considers that any of the information supplied as part of this procurement exercise should not be disclosed because of its commercial sensitivity, confidentiality or otherwise, it must, when providing this information, identify clearly the specific information it.
