Description of the contract

The Planning Portal (www.planningportal.gov.uk) is the UK Government’s online planning and building regulations resource for England and Wales. Its aim is to provide a one-stop-shop supplying answers, services and information to anyone involved in the planning process – from home owners and businesses to planning professionals and Government officials. Delivered by the Department of Communities and Local Government (DCLG, the “Parent Body”), the service has 28 full time employees and an annual turnover of approximately £1m, with high growth plans. The Parent Body is currently market testing to help decide the best options for the investment future of the Planning Portal and to improve the website . The Parent Body is flexible about the future model and welcomes proposals that could include the government retaining a small stake, granting a licence or management contract or the business becoming or having a mutualisation element. The employees of the Planning Portal (the “Potential PSM”) wish to spin out and identify a partner with whom they will secure investment and / or form a mutual joint venture so to tender to secure the Planning Portal service contract. The leadership team are fully committed to spinning out (most have some existing private sector/commercial experience) and the staff are keen to retain a majority share. An internal project manager has already been appointed to support the process.

To participate in any possible future procurement which results from this RFP, Potential Providers must first be registered on the Government Procurement Service e-Sourcing Suite. If you have not yet registered on the eSourcing Suite, this can be done online at https://gpsesourcing.cabinetoffice.gov.uk by following the link ‘Register for GPS eSourcing’. Please note that, to register, you must have a valid DUNS number (as provided by Dun and Bradstreet) for the organisation which you are registering, who will be entering into a contract if invited to do so at the Invitation to Tender stage. Full instructions for registration and use of the system can be found at http://gps.cabinetoffice.gov.uk/i-am-supplier/respond-tender Once you have registered on the eSourcing Suite, you will need to express and interest for the Mutuals Support Programme – Planning Portal. This is done by emailing ExpressionOfInterest@gps.gsi.gov.uk.
