The National Citizen Service (‘NCS’) Trust (‘the Trust’) is a not-for-profit social enterprise established to shape, support, champion and lead a thriving national citizen service.
The NCS programme is a once in a lifetime experience for young people aged 16-17 with four phases — Adventure, discovery, social action and extension.
NCS Trust is implementing a new service delivery model across nine regions via a combination of direct and indirect contracting models, running a number of procurements to replace the current supplier contracts.
This procurement is seeking 6 regional management partners to deliver the NCS programme in 6 indirect regions throughout England. Key responsibilities include:
— deliver the whole customer journey from recruitment, delivery and extension,
— establish and maintain strong relationships with schools, colleges and non-school channels,
— hiring and training workforce,
— management of their supply chain,
— safeguarding and incident management.

Procurement documents will be made available on condition that their contents are kept confidential and not copied or distributed and only used for the purposes of enabling a potential supplier to submit a selection questionnaire or tender response.
The contracts to be awarded by the Trust under this procurement exercise will be subject to the “light touch regime” pursuant to Regulations 74 to 76 of the Public Contracts Regulations 2015 (the ‘PCR 2015’) and as a result the PCR 2015 apply as limited to those provisions.
The contract term is up to seventy eight (78) months and includes three programme delivery years with 2 optional 1 year extensions.
Contracts are anticipated to commence in July 2019, with the first delivery period in Summer 2020. If the 2 optional extension years are exercised, final payments will be made up to December 2025.
The estimated contract value stated in section II.1.5 is the maximum estimated value for all Lots and includes the 2 optional extension years. The estimated total contract value is anticipated to be between 125 000 000 GBP and 610 000 000 GBP for all Lots. These estimated values are not guaranteed expenditure and the Trust considers that the actual costs of the contract may be less than the maximum value set out here.
