Description of the contract
The Environment Agency currently has a programme of 16 modules in relation to Enforcement Training. The course length varies from 1-5 days. We may require a refresh and review of the existing courses to ensure they are up to date with legislation and are delivered in an engaging manner. At this time we wish to invite expressions of interest from potential providers. A full specification of requirements and further information regarding the tender will be issued in due course. The Environment Agency (EA) is seeking to appoint a provider to deliver national enforcement training for our 2500 warranted staff. The delivery model may be by a single organisation, an organisation with sub contracting arrangements or via a consortium bid. All approaches are welcomed. The EA will provide course materials and subject matter expertise to support this contract. The EA requires fit for purpose, up-to-date training courses which reflect changes in policy and legislation. The supplier will be responsible for providing strategy, consultancy, design, development, implementation, maintenance and support services throughout the life of the contract. The successful training provider must be in a position to deliver the following 5 courses from the 1st of March 2014: • Essential Enforcement Course • PACE and legal procedures (full initial course) • PACE and legal procedures refresher (non fisheries) • PACE and legal procedures for fisheries (full initial course) • PACE and legal procedures refresher for fisheries Along with, as soon as possible thereafter, the delivery of the following courses: • Evidence gathering & CPIA • Court, warrants, case files & pleas • Preparing for court and giving evidence • Investigating businesses • Investigative interviewing and taking statements (Part one) • Advanced investigative interviewing (Part two) • PACE and legal procedures for waterways • PACE and legal procedures refresher for Producer Responsibility • Expert Evidence/Witness • PACE for IWS taskforce project • Waste Foundation for IWS taskforce project Aim: To provide our staff with training in enforcement policy and legal procedures to ensure that they can complete their enforcement roles in a safe, legally compliant manner. Objectives: Successful delivery of these programmes will achieve the following: • Trainees will feel confident about dealing with enforcement issues; • The courses are complimentary; • The courses are built to suit the Environment Agency’s requirements; • The course content is continually linked to the trainees’ role profiles; • The provider must be able to deliver the courses with at least the frequency specified in each course outline; • The provider should be able to deliver these courses in multiple locations; • We know that our objectives have been met (through evaluation and assessment).
