Description of the contract

High quality middle leadership is the essential element to delivering consistently excellent lessons in every classroom. Current research shows that ‘in-school’ variation in teaching (compared to ‘between school’ variation) has the most significant effect on relative pupil outcomes and addressing the persistent tail of underachievement. The National College for Teaching and Leadership (NCTL) believes that it is middle leaders who are best placed to tackle and improve the quality and consistency of teaching in schools. We are therefore seeking a national provider to design and deliver a high potential leadership programme for talented middle leaders in our most challenging primary schools. Middle leaders are now playing an increasingly important role in primary schools, particularly within larger primary schools and federations. Larger primary schools now have higher numbers of middle leadership roles including having responsibilities across Key Stages, being strategic leaders for core subjects and, for example, being year group leaders with pupil attainment roles. The diversity of schools models is also growing to include an estimated 300 primary federations, multi-academy trusts and wider cross-phase working, each creating significant middle leader roles. Primary middle leaders therefore need to acquire the skills, knowledge and experience to meet these increasing responsibilities effectively. The Ofsted inspection framework was revised in summer 2013 to include a greater focus on quality of middle leaders and their leadership development. In addition, Primary middle leaders can now undertake the recently established National Professional Qualification for Middle Leadership (NPQML). NCTL has previously funded a programme to support high potential middle leaders in secondary schools and, with the growing importance of middle leaders in primaries, NCTL are now looking to extend support to the primary sector. This programme will identify and develop middle leaders with the highest potential in challenging primary schools in England. It will aim to provide them with training and coaching to develop in their current jobs, raise attainment within their schools and develop their potential for senior leadership. Participants on this programme will make a measurable impact to improve pupil achievement and will build leadership capacity and capability in their school. NCTL are looking for ONE national provider to deliver this leadership programme across England. NCTL expect the successful delivery organisation to deliver 3 (three) cohorts each of a duration of 2 yearsover the academic years 2014-15 to 2017-18. It will reach up to 1,200 middle leaders directly over this period. The anticipated maximum programme cost will be within the estimated range of £5-8 million (Inclusive of all expenses and VAT at 20% or the GB prevailing rate), subject to competitive tender. N.B At present this programme is aimed at the primary sector, however there is a possibility that it may be further developed into other sectors, for example Early Years, subject to/dependent upon Government/Departmental policy and spending controls.
