Market and economic research; polling and statistics. The National Travel Survey (NTS) is a face to face, household survey which incorporates a one-week, paper travel diary. The NTS is the only source of robust data on the travel choices that people make day-to-day: how, why and when people travel, and how travel varies according to age, gender, income, household composition and other factors. It is essential data for modelling people’s future travel choices, and trends in overall demand for travel. The NTS is produced and published in accordance with the practices and protocols of UK National Statistics. The contractor will be required to:
— Pilot survey instruments together with fieldwork, coding and data processing procedures,
— Draw a sample of addresses to an agreed design,
— Recruit and train a team of interviewers,
— Design and prepare survey questionnaires, based on existing CAPI documents,
— Design and print travel diaries,
— Carry out the main survey fieldwork from January 2013, maintaining a high rate of response,
— Code of data and input data electronically, with initial validation and editing, for supply to DfT,
— Prepare technical reports.

Information and formalities necessary for evaluating if the requirements are met: The Authority will apply all the offences listed in Article 45(1) of Directive 2004/18/EC (implemented as Regulation 23(1) of the Public Contract Regulations (PCR) 2006 in the UK) and all of the professional misconducts listed at Article 45(2) of Directive 2004/18/EC (see also Regulation 23(2) in the PCR 2006) to the decision of whether a Candidate is eligible to be invited to tender.
A full list of the Regulation 23(1) and 23(2) criteria are at will be required to answer these questions as part of the qualification process. For candidates who are registered overseas, you will need to declare if you have any offences/misconduct under your own countries laws, where these laws are equivalent to the Regulation 23 lists.

Precise information on deadline(s) for lodging appeals: In accordance with the Public Contracts Regulations (as amended) the Department will notify tenderers, by electronic means, or by facsimile, of the standstill period before which any contract(s) will be entered into. This standstill shall not end before at least midnight at the end of the 10th day after the sending date, but where the last day is not a working day, the standstill period shall be extended to the midnight at the end of the next working day. Where, exceptionally, non-electronic means of communication are used, the different timescale as set out in the Regulations shall apply. This standstill provides unsuccessful tenderers with the opportunity to challenge the Department’s decision if they consider they have sufficient grounds to do so.
