Description of the contract

The APS PT Communications Risk Reduction programme requires expert independent technical support and advice to APS ID Comms who is the UK Representative to the NATO Line Of Sight radio standards Capability Team (LOS CaT). This team develops radio waveforms to meet interoperability needs, in particular the interaction between COMSEC devices and the radio waveforms are the main focus of development. The core task covers the preparation for, attendance at and completion of reports and after actions for the two regular meetings of the LOS CaT with the majority of the meetings being held outside the UK, in either Europe or North America. These meetings are generally of 4 days duration. The technical support provided must be independent of the radio manufacturing industry. The technical expert is required to be a UK National and possess the following: a. a UK security clearance at SC level. b. in addition to (a), a UK security caveat clearance allowing the person to have access to high grade COMSEC information necessary to permit the design of radio waveform/COMSEC interaction. c. detailed knowledge (at the technical level) of the following NATO STANAGs and international standards: 1. STANAG 4204 (fixed frequency VHF FM) 2. EUROCAE ED-23C (international standard for VHF AM Air Traffic Control communications) 3. STANAG 4205 (fixed frequency UHF AM) 4. STANAG 4246 (HAVE QUICK EPM) 5. STANAG 4372 (SATURN advanced EPM) 6. STANAG 4591 (MELPe vocoder) 7. STANAG 4691 (MARLIN sub net relay) 8. SCIP-210 (SCIP signalling protocols) and SCIP-214 (a module specifically relating to the use of SCIP signalling in radio TRANSEC waveforms) d. experience in the testing of radios and equipment conforming to these standards.
