Sutton and East Surrey Water anticipates that multiple framework agreements will be formed with participants on the register compiled as a result of this notice. Sutton and East Surrey Water reserves the right to include participants on the register who have not responded to this notice and to enter into Framework Agreements with such participants.
Sutton and East Surrey Water expects that agreement award will be on the basis of the most economically advantageous offers having followed the negotiated procedure.
Since the regulations do not however apply to this procurement, Sutton and East Surrey Water reserves the right to depart from the requirements of the regulations should it be considered appropriate to do so.
Applications are invited for either or both Categories. Sutton and East Surrey Water will review the applications for the various Categories.
Responses to this Notice will be evaluated based upon responses to the questions below:
All applicants answer questions 1.1 to 1.9 inclusive.
Category 1 – Supply of bulk raw or treated water supplies to Sutton and East Surrey Water plc.
Question 1.1) What are your company details including registration number and contact details?
Question 1.2) Where is your raw or treated water source located?
Question 1.3) Do you have or are you going to obtain a water abstraction licence? Provide full details of the licence or timeframe for obtaining a licence.
Question 1.4) What is your maximum supply of raw or treated water in litres per month, available for Sutton and East Surrey Water?
Question 1.5) Is this volume available all year round? If not provide details.
Question 1.6) Do you hold BS 9001 or equivalent quality standard?
Question 1.7) Do you hold EN14000?
Question 1.8) How would you demonstrate the level of contaminants within the raw or treated water in your water source?
Question 1.9) Would you be prepared to prioritise supply to Sutton and East Surrey Water?
Applicants for Category 2 answer question 2.1 in addition to 1.1 to 1.9.
Category 2 – Supply and delivery bulk raw or treated water supplies to Sutton and East Surrey Water plc.
Question 2.1) How would you transport the raw or treated water to Sutton and East Surrey Water?
Successful applicants will be placed on the Register. When a procurement process for a particular Framework Agreement or contract is launched registered applicants will be taken through a pre-qualification process prior to tender. Sutton and East Surrey Water expects to provide further and more specific details on the amount of raw or treated water it is seeking in September 2012, together with the duration of time over which the supply will be required. The information will be provided as the Company develops its Water Resources Management Plan 2014 and gains a clearer understanding of its future supply requirements. Sutton and East Surrey Water will submit its draft WRMP14 to Defra in March 2013, prior to commencing a public consultation exercise on the plan. The final plan will be submitted to Defra in March 2014. Further details of Sutton and East Surrey Water ‘s supply area, its existing water resources system, customers and the current and forecast water demand are given in the Company’s current Water Resources Management Plan.
At the initial pre-qualification stage, registered applicants may either pre-qualify individually or as part of a consortium /joint venture with other registered applicants. There may be an opportunity to form consortia / joint ventures during the pre-qualification phase (as set out below).
It is currently envisaged that the pre-qualification process will be as follows:
1. All registered applicants for the relevant Categories will be invited to pre-qualify;
2. Applicants’ responses to the pre-qualification documentation will then be evaluated. A list of all applicants who have successfully pre-qualified will then be circulated to those pre-qualified applicants;
3. Where this has been previously advised pre-qualified applicants will then be given a period of time to establish (if necessary) consortia or joint ventures with other pre-qualified applicants and to inform Sutton and East Surrey Water where they have done so (including any changes to existing consortia/joint ventures). Sutton and East Surrey Water reserves the right but is not bound to undertake a second stage pre-qualification exercise at this point to evaluate the strength and capability of the joint ventures / consortia and individual organisations prior to making the final decision on those who will be invited to negotiate.
4. Sutton and East Surrey Water will then issue the invitation to negotiate to those applicants (including consortia/joint ventures) who have been successful at the end of (3) above.
Applicants should note that this process might require references to be provided and verified, attendances at meetings, talks and presentations at no cost to Sutton and East Surrey Water plc.
The successful contractor(s) will be required to actively participate in the achievement of social and/or environmental objectives. Accordingly contract performance conditions may relate in particular to social, environmental or other corporate social responsibility considerations. Further details of these conditions will be set out in the contract documents.
This Notice does not preclude Sutton and East Surrey Water plc. or its associated companies (subsidiaries, sister, parent companies etc.) from issuing other contract notices for specific requirements from time to time.
Unless specifically stated otherwise, Sutton and East Surrey Water plc. shall not be responsible for any costs, charges or expenses incurred by applicants and does not accept liability for any costs, charges or expenses incurred by applicants, irrespective of the outcome of the procurement process, or if the procurement process is cancelled or postponed.
Sutton and East Surrey Water plc reserves the right to terminate the procurement process (or part of it) at any time.
Sutton and East Surrey Water plc reserves the right to procure any of the services or supplies referred to in this Notice separately.
