Description of the contract

The Youth Contract has three key objectives: • Objective 1 – This is the main objective of the programme – to support 16-17 year olds who are not in education, employment or training and at risk of long-term disengagement to move into education, training or employment with training and to sustain this outcome. • Objective 2 – To increase these young people’s experience and qualifications so that they have the opportunity to continue in education and successfully find work, reducing the proportion who become unemployed in adult life. • Objective 3 – To test methods of local delivery and payment by results, increasing the effectiveness of these models and developing best practice.

Pre-Qualification Questionnaire Instructions to Potential Suppliers This Pre-Qualification Questionnaire (‘PQQ’) has been issued by the Young People’s Learning Agency (YPLA) in connection with a competitive procurement conducted under the Public Contract Regulations 2006. The PQQ will help the YPLA in deciding which potential suppliers to short-list to invite to tender for delivery of the Youth Contract within one or more geographical area between June 2012 and 31st March 2015. Potential Suppliers who are interested in tendering for this provision will need to complete the Pre-Qualification Questionnaire element of this form. A separate PQQ will be required for each geographical area you are interested in (see question 9 of the PQQ) Existing YPLA suppliers: Even where a pre-existing contracting or funding relationship may exist between your organisation and the YPLA, the information that may be held by the YPLA about your organisation may differ from that held in relation to other potential suppliers. For the avoidance of doubt and to ensure equality and transparency in the selection process, all potential suppliers seeking to tender for Delivery of the Youth Contract are requested to complete the PQQ in full and provide supporting evidence where requested, regardless of whether this may already be held or accessible to the YPLA. Notes for Completion Please answer every question. Often procurements generate a great deal of interest from potential suppliers, so please ensure that you complete the questionnaire as requested. Failure to do so may result in your application being disqualified. If the question does not apply to you please write N/A; if you don’t know the answer please write N/K. “Authority” means the purchasing organisation namely the YPLA that is seeking to award a contract. ‘You’/ ‘Your’ or ‘Potential Supplier’ means the business or company which is completing this PQQ. The PQQ can be submitted as a hard copy or electronically.
