North Lincolnshire Council is procuring a Framework Agreement for the supply and installation of network cabling and associated hardware.
The Framework Agreement will also be accessed by North East Lincolnshire Council.

II.2.4)Description of the procurement:
North Lincolnshire Council (the Authority) is inviting tenders for a sole Provider Framework Agreement for the supply and installation of network cabling and associated hardware. The Provider must supply the necessary hardware required to complete each call off placed by the Authority under the Framework Agreement.
The Provider must be able to undertake:
— installation of voice and data cabling within occupied offices and buildings,
— installation of voice and data cabling within unoccupied or part built buildings,
— installation of data cabinets and patch panels as required,
— installation of containment systems as specified by the Authority,
— moves, adds, changes and repairs as required,
— installation of wireless access points,
— installation of audio visual equipment (interactive white boards, TV’s).
The Provider will be responsible for all aspects of the work for which it has been appointed during a project and in particular covering the following areas:
— project design and route planning,
— installation arrangements with the Authority including completion dates and time scales,
— site access (to be arranged with the Authority),
— agreement of materials with the Authority,
— ordering and delivery of materials,
— update site records and plans and patching documentation,
— carry out risk assessments and issue method statements indicating what will take place, as required,
— survey of site to ascertain if furniture, floor coverings or ceiling tiles require moving and make the necessary arrangements,
— arrange installations of containment if necessary,
— arrange the necessary manpower to complete the work within agreed time scales,
— attend project meetings with the Authority as required,
— remove old and redundant cables as necessary or as directed (dependent on existing décor),
— complete all voice termination (Jumpering) as directed by the Authority,
— test and label all outlets and patch panels as required (including frames, cables, etc…),
— provide completed/signed acceptance certificate,
— ensure the authority’s and their own safety policies are adhered to,
— leave the site in an appropriate clean and tidy condition,
— ensure protective covers are used as required.
North East Lincolnshire Council will also be accessing the Framework Agreement.

VI.3)Additional information:
Lotting the requirement per Council, so each has its own contract, was considered, however North Lincolnshire Council and North East Lincolnshire Council share ICT Services, and having one contract per Council is not considered to be efficient in terms of contract management or in terms of sharing operations.
