II.2.1)Total quantity or scope:

NEUPC (North Eastern Universities Purchasing Consortium) Ltd is one of six UK Higher Education purchasing consortia established to deliver and manage a wide range of collaborative framework agreements designed to maximise third party expenditure within the higher education sector. NEUPC wishes to develop a national framework agreement to service the requirements of UK Higher Education Institutions and Associate members for the supply of Networking Equipment.
Values for the Framework Agreement are estimated at £60m values for all lots detailed in the PQQ document. The value will likely build up over time as existing contracts end and institutions migrate across to the new agreement.
No business whatsoever is guaranteed under any resulting Framework Agreement or Contract; indeed there is no guarantee that any framework agreement or contract will be put in place in relation to this notice. No compensation etc will be paid if a tender or resulting framework agreement is withdrawn for any reason. Bidders should take part in this process only on the basis that they fully understand and accept this position.
NEUPC wishes to establish a multi-supplier managed framework agreement to supply Goods and Services and will include, but not limited to, networking equipment, installation, maintenance, repair, project work and consultancy in five lots.
Lot 1 Networking Equipment only.
Lot 2 Small projects up to GBP 500 000 in value, covering any or all aspects of Networking, including design, implementation, maintenance, training, through to final disposal.
Lot 3 Medium Projects between GBP 500 000 and GBP 1 000 000 in value, covering any or all aspects of Networking, including design, implementation, maintenance, training, through to final disposal.
Lot 4 Large Projects, in excess of GBP 1 000 000 covering any or all aspects of Networking, including design, implementation, maintenance, training, through to final disposal.
Lot 5 Consultancy only. Suppliers who can assist institutions in all aspects of networking consultancy from an independent perspective. This Lot will not be open to suppliers awarded to Lots 1 to 4.
The framework will be available for use by any member institution of the UK Higher Education Purchasing Consortia:
— NEUPC (North Eastern Universities Purchasing Consortium),
— LUPC (London Universities Purchasing Consortium),
— NWUPC (North West Universities Purchasing Consortium),
— SUPC (Southern Universities Purchasing Consortium),
— HEPCW (Higher Education Purchasing Consortium for Wales),
— APUC (Advanced Procurement for Universities and Colleges),
— further education institutions that are members of the CPC (Crescent Purchasing Consortium).
Membership of these communities may be subject to change due to strategic realignment or the inclusion of new members. Other public sector institutions joining any of the named consortia during the term of the agreement shall be able to access the framework.
Utilising a partnering approach NEUPC provides collaborative procurement expertise, guidance and agreements that are aligned to, and actively support members needs, values and objectives.

Where a consortium or other grouping of suppliers submits a bid, such consortia or grouping must nominate a lead organisation to deal with NEUPC Ltd on all matters relating to the Framework Agreement. All consortium members or grouping will be required to be jointly and severally liable in respect to the obligations and liabilities relating to the Framework Agreement.
