Devon and Somerset Fire and Rescue Authority, as Contracting Authority, is seeking to undertake an OJEU procurement process which will identify a partner (Successful Contractor) with whom the Networked fire control services partnership (NFCSP) will work with to deliver a collaborative fire control solution for the member organisations of the partnership. It is the intention that the procurement process will implement a framework which will be available to the NFCSP members which include the following fire and rescue services (FRS’s); Devon and Somerset, Dorset, Hampshire and Wiltshire. The framework will be available to other (named) fire and rescue services which will be detailed within the ITT.
The Successful Contractor will be awarded a framework agreement to allow the NFCSP members and other named FRS to award call-off contracts for a range of services and software provision. The scope of the framework provision will include the identification and implementation of; suitable solution(s) including solution design and development, provision of software system(s) interfacing of systems, training, software support and project management to support the aims of the NFCSP and other named FRS fire control mobilising requirements. It is anticipated that the provision of systems will include but is not limited to: command and control mobilisation system (C&C), integrated command control systems (ICCS), automatic call distribution systems (ACDS). The scope of service and solution provision shall be available to other named FRS.
The aims of the NFCSP are to develop a solution which enhances resilience and utilises the most efficient method of receiving and processing emergency calls and provides incident management and resource deployment covering business as usual, spate conditions or fall-back events for all NFCSP members.
The indicative timescale for commencement of an OJEU restricted procurement process for this requirement is March 2012.
