The Contracting Authority Places for People (PFP) is one of the largest property management, development and regeneration companies in the UK with a stock portfolio of over 60 000 properties covering a large geographical area from Edinburgh to the Isle of Wight. The Contracting Authority works in partnership with over 230 local authorities and numerous other partners.
PFP seeks to procure a construction contractor to deliver sites 17 and 30 at Brooklands, the most significant mixed use development of recent years in Milton Keynes. The Contracting Authority was granted outline planning permission in 2007 to deliver up to 2 501 residential dwellings (as well as ancillary uses and open space).
There is an opportunity to develop approx 97 homes over a period of up to two years, comprising a mixture of affordable, market rental and open market sale units.
The construction value is approximately 11 000 000 GBP.
PFP has worked to ensure early delivery of key infrastructure in order to enable individual residential development parcels to be brought forward as fully serviced plots of land. Infrastructure for sites 17 and 30 is therefore already in place.
The restricted proceedure will be used in this procurement.
PFP will be responsible for the design and for securing planning approval for the units and will engage a partner to construct all of the units on the parcels of land comprised on the sites on a design and build basis for a fixed price lump sum.
The Contracting Authority reserves the right to cancel the procurement and not to proceed with the award of any contract at any stage of the procurement process and/or to award only part or parts of any contract.

The new neighbourhood at Brooklands potentially represents the most significant development of recent years both within the eastern expansion Area (EEA) and Milton Keynes as a whole. Sites 17 and 30 are the next sites to be developed in the creation of the new community at Brooklands. The sites are located in a key strategic position in the heart of the new community. Given the prime location of the sites it is important to deliver a high quality development on this site to set a high standard for future phases of development to follow.
