New Data Centre for Leicester City Council Soft Market Testing

Leicester City Council have identified the requirement to commission a new Data centre. This will be located in a new position and will eventually replace the current data centre located within the current Headquarters.
Leicester City Council currently runs its ICT operations from one main Data Centre located within its’ Headquarters building in the Centre of Leicester. This building is to be de-commissioned within the next 2 years, and so there is a need to establish a new data centre and then decant all current equipment and services to the new data centre.
We now wish to engage with suitably qualified and experienced providers to help us approach the market in the most effective manner, as we seek to engage a partner to design and deliver this new Data Centre.
Step 1 – Interested providers will be required to complete a short questionnaire and a Non-Disclosure Agreement (NDA). Further guidance for providers is included in this questionnaire. Providers who complete and return the questionnaire and NDA may be invited to meet with council representatives to discuss its requirements. The Questionnaire and NDA can be obtained via the following websites: Leicester City Council – http://www.leicester.gov.uk/business/selling-to-leicester-city-council/what-we-buy-contracts-tenders/tenders/ OR Source Leicestershire portal – http://www.sourceleicestershire.co.uk/ . Completed questionnaire and NDA must be returned electronically by email no later than 14:00 hours on 27 April 2012 to email@example.com and marked “For the Attention of Mahesh Parmar, Corporate Procurement Manager”.
Step 2 – Providers who are invited to the meeting will have information pack sent to them prior to the meeting. These meetings are likely take place during week commencing 21 May 2012. The information pack contains broad information on:
• The new building which will house the new data centre
• Details of equipment which currently resides in our data centre
• Technical specifications of the current Data Centre infrastructure
• General contractual information
Once the soft market testing exercise is completed we will make a decision about the building we are considering as the new Data Centre. If we decide to proceed, then this would be undertaken with full regard to our legal obligations. For example, the exercise would have to comply with public procurement regulations, which would be likely to involve an EU-compliant tender process. Neither the intention nor the purpose of this soft market testing exercise is to confer any advantage upon its participants in any future procurement process.
