Contract Title: Distribution of East End Life Newspaper Contract. Reference: CE4177. The London Borough of Tower Hamlets (LBTH) is seeking expressions of interest from interested organisations for the above services. Description: Printing and distribution services. This contract is for the delivery of East End Life, the free weekly community newspaper for Tower Hamlets published by the council. East End Life is a 36-52 page tabloid newspaper with a 99 000 print run and an 82 656 ABC audited door to door distribution. Bidding distributors must be committed to maintaining an ABC audit and to transparent live tracking of distributors. It is also for all other marketing communications materials published by Tower Hamlets council and distributed to households and other buildings across the borough from time to time. The contract term shall initially be for 3 years, with an option for a fourth. The anticipated contract start date is: 1.6.2012. The estimated value of the contract is: 900 000 GBP–1 000 000 GBP for the 3 years. Information and formalities necessary for evaluating if the requirements are met: The Authority will apply all the offences listed in Article 45(1) of Directive 2004/18/EC (implemented as Regulation 23(1) of the Public Contract Regulations (PCR) 2006 in the UK) and all of the professional misconducts listed at Article 45(2) of Directive 2004/18/EC (see also Regulation 23(2) in the PCR 2006) to the decision of whether a Candidate is eligible to be invited to tender.
