Description of the goods or services required

“Next Steps” is a 3 year national programme primarily funded by the Big Lottery Fund which focuses on addressing the needs of women who are caught up in a cycle of offending or at high risk of offending. The programme will work with 120 women annually to offer 3 broad phases of support comprising initial engagement/ assessment, wilderness-based experiential learning activities, and community-based aftercare support. It incorporates 1-to-1 outreach, complementary partnership work, peer mentoring, training and group support activities to provide participants with life and work based skills, and challenge the negative behaviours which are linked to re-offending and substance misuse. We wish to appoint an external consultant, with relevant evaluation experience and knowledge of the issues facing women caught up in the criminal justice system, to evaluate this programme. The consultant will design and deliver a range of consultation and monitoring activities with a final report due in September 2017.
