ESR is a single workforce management tool for the NHS: offering a true “end to end” workforce management solution. The system’s functionality can be grouped into three main areas: HR & payroll, learning and talent management and workforce information provision.
The ESR system and service are currently provided by a supplier under an outsourcing contract, which is anticipated to continue until August 2015.
DH wishes to re-procure the provision of the ESR Service to ensure continuity following the expiry of the current contract. It is anticipated that DH will require suppliers to transition the existing system (which will be a DH asset from expiry of the current contract) from the incumbent supplier, operate the existing system and undertake future enhancements to increase functionality in the asset. Full details of the nature and scope of the service requirements will be confirmed in time for the publication of the contract notice in the OJEU.
Suppliers are invited to participate in a series of market engagement events to help provide input into the shaping of these requirements.
It is anticipated that a procurement will be undertaken by the Department of Health (DH) on behalf of and/or for use by the NHS Business Services Authority and other DH Arm’s Length Bodies (ALBs), including non-departmental public bodies (NDPBs), all NHS bodies, providers of NHS services and any successor bodies to these entities.

DH is committed to having early and meaningful engagement with suppliers, to achieve this DH will hold a series of three supplier information events in line with the Cabinet Office LEAN procurement principles.
The events will be held on the 4th, 8th and 16th of October. Events on the 4th and 16th October will be held at Richmond House, 79 Whitehall, London, SW1A 2NS, the event on the 8th October will be held at the offices of Deloitte, 2 New Street Square, London EC4A 3BZ.
The anticipated content of each of the events is as follows and therefore suppliers are encouraged to attend all three events:
— Introduction to the ESR system and the re-procurement goals;
— The scope of requirements for the system;
— Mid-term strategic review;
— Component 1: Transition;
— Component 2: Operation;
— Component 3: Enhance;
— Enhancement model;
— Enhancement scope;
— Commercials and costings;
— Technical workstream.
— Addressing changes that have been made as a result of the previous two events.
Please note that these anticipated agendas are subject to change.
These events will provide a forum for potential suppliers to gain a broad understanding of the opportunity and emerging plans for the future provision of the ESR service and function.
The objectives of the events will include introducing the project and requirements to the supplier market, introducing the current services to the market and providing insights into the emerging plans for the commercial approach.
They will also provide an opportunity for DH to gain feedback, which may be used to shape and refine the approach before any formal procurement commences.
There will be the opportunity to have 1:1 discussions with key project personnel during these events subject to ensuring the same information is given to all suppliers to ensure a level playing field. Information given during the events will be made accessible to all interested suppliers, including those unable to attend the events, in due course. Suppliers will also be given the opportunity to collaborate with other attendees during the events.
How to register
All organisations wishing to attend these events should register their interest via email to email@example.com by Monday 30.9.2013.
Please provide the following information:
(i) the contact details of the person(s) attending; and
(ii) Confirmation of whether you wish to have the opportunity to collaborate with other attendees and, if so, (a) a single paragraph summary of your company experience and (b) whether your Organisation is classed as a Small to Medium Sized enterprise (SME). This summary will be shared with other participants in order to promote discussion and assist the formation of consortia where suppliers wish to do so.
Please note, all organisations which register their interest will be asked to sign a confidentiality agreement and attendance of the events will be subject to the DH receiving a signed confidentiality agreement from organisations wishing to attend. There will be a maximum attendance of two attendees per organisation.
Organisations not attending the Supplier Information events, but still wishing to participate in future sessions are also advised to register with the email address listed above.
DH will establish a web portal to share relevant information about the project as well as documents and outputs from supplier sessions. DH will grant access to the portal to all organisations which have registered as set out above, provided they have complied with the requirement to sign a confidentiality agreement and agreed to any other terms of access to the portal.
