NHS PS is committed to driving efficiency and value for money, and key to this is developing a thorough understanding of the costs of running its 3 000 000 000 GBP estate.
Developing sound information on our inheritance has been and continues to be, a focus for the company, and there is now scope to take this a step further by testing itself against internationally renowned property benchmarks.
This approach will enable NHS PS to:
— Demonstrate a firm grasp of the portfolio and drive down costs;
— Generate information and intelligence to inform our investment and disposal strategies;
— Evaluate and compare the performance of its portfolio, helping to quickly identify improvement opportunities;
— Develop a comprehensive and auditable track record of performance improvements;
— Recognise savings by understanding the efficiencies available at building level;
— Better understand portfolio operational efficiency, cost control and sustainability; and;
— Position the NHS portfolio as a genuine commercial entity, and an attractive entity for existing and possible future strategic partners.
This Service is to be split into three (3) options with Potential Suppliers able to bid for one or more of these.
The three (3) options are as follows:
1. Provision of or access to Investor Data.
2. Provision of or access to Occupier Data.
3. Provision of Data Analysis and report on outcomes.

1)Short description

To enable investment portfolio analysis for each property and type of property within the NHS Property Services portfolio.
It will enable the company to understand and compare the value (and associated costs) of each property within the NHS PS portfolio to external trend data and recognised benchmarks of excellence, and so enable the company to make informed decisions per property and type of property. This should include a minimum data set of:
— total return,
— capital growth,
— income return,
— rental value growth,
— maintenance and
— void costs; per property and property type within the NHS PS property portfolio.

To enable occupational operation analysis for each property and type of property within the NHS Property Services portfolio.
It will enable the company to compare the running costs of its properties and portfolio to external benchmarks from comparable properties and portfolios, and so enable the company to make informed decisions regarding the management of each property and type of property. This should include a minimum data set of:
— total running costs,
— rent,
— rates, and
— energy consumption, per property and property type within the NHS PS property portfolio.
