NHS Great Yarmouth and Waveney require expressions of interest from main contractors for the following Lots to support construction projects ranging from 5 000 GBP upwards (excluding VAT):
Lot 1 – for construction spend between 5 000 GBP to 750 000 GBP per contract under the framework.
Lot 2 – for construction spend between 750 001 GBP to 2 000 000 GBP per contract under the framework.
Lot 3 – for construction spend from 2 000 001 GBP plus per contract under the framework (there is no upper limit on spend under this lot).
The anticipated timescales for appointment are: publication of contract notice and issue of PQQ/MOI: 8.2.2012, receipt of PQQs: 7.3.2012, issue tender: 23.3.2012, tender return: 21.5.2012, appointment: 25.6.2012.
Please note with reference to Section II.1.4 above that the intention is for the final framework to have a maximum of 4 main contractors per lot, so a maximum of 12 main contractors in total.
Please note with reference to Section IV.1.2 below that the intention is to invite a minimum of 3 and a maximum of 8 main contractors to tender per lot, so a minimum of 9 and a maximum of 24 main contractors in total.
NHS Great Yarmouth and Waveney (the contracting authority) is part of a newly formed PCT Cluster (known as NHS Norfolk and Waveney) which brings together NHS Great Yarmouth and Waveney and NHS Norfolk. NHS Great Yarmouth and Waveney is advertising on behalf of the Cluster which comprises NHS Great Yarmouth and Waveney and NHS Norfolk. It is anticipated that ALL NHS organisations including any new NHS organisations (and their successors) in the East of England may be parties to the framework and able to instruct the main contractors and use construction services under it. Description of particular conditions: The selection process will be as follows:
I) Interested parties will formally confirm their interest/request to participate and request a pre-qualification questionnaire from Davis Langdon (refer to Annex A);
II) Completed pre-qualification questionnaires should be returned to the address stated in Annex A;
III) The awarding authority will complete a qualitative assessment of the pre-qualification questionnaire and will invite short-listed candidates to tender with the requirement to attend an interview with a special panel, if necessary;
IV) The awarding authority does not bind itself to accept the lowest price or any other offer;
V) Final selection shall be based on the most economically advantageous tender in terms of the criteria stated in the invitation to tender.

The contracting authority reserves the right to cancel the OJEU/tender process and not to award the contract at any stage and does not accept any liability for any costs incurred in tendering. The contracting authority also reserves the right to vary the indicative timetable in Section II.1.5 and IV.3.3 to IV.3.5. The contracting authority reserves the right to select main contractors which are suitable for any given project value within the value ranges contained in this contract notice. The minimum timeframe during which the tenderer must maintain its tender shall be approximately 3 months from the deadline stated for receipt of tenders. Tenderers must express their interest by email to the adress listed in Annex A, requesting a pre-qualification questionnaire (PQQ)/Memorandum of Information (MOI). Non-compliant expressions of interest may not be considered or acknowledged. Tenderers must return the information required in the PQQ in accordance with the instructions in the PQQ/MOI.
