The NHS Health Check service is a national programme for adults in England between the ages of 40 to 74 years. It checks circulatory and vascular health and the risk of getting a disabling vascular disease.

Under the Health and Social Care Act 2012, local authorities have a legal responsibility to commission and monitor their local health check programme. The contract starts on the 1.4.2020 for Bedford Borough Council and Central Bedfordshire Council. Further details are available in the specification. The total value of the contract including potential second year extension is 651 730,00 GBP.

II.2.4)Description of the procurement:

Delivery of NHS Health Checks. Providers will be responsible for inviting the eligible population, providing NHS Health Checks and offering clinically appropriate lifestyle advice, risk factor management and medication. The detailed requirements are defined in the specification.

Providers can bid for the contract as individual practices or groups of practices/partnerships. Where more than 1 practice bids then there should be an agreed representative who shall ensure that all practices meet the requirements of the contract and who shall support and manage providers to do this.

All practices wishing to deliver NHS Health Checks from 1.4.2020 onward will need to apply to join the framework.

The contracting authority shall allow a period of at least 10 days to elapse between the date of despatch of notice to economic operators, who participated in the tender, notifying them of its decision and intention to award a contract and the date on which it proposes to enter into a contract with the successful economic entity or entities.

Any economic operator who has been sent a notice of being unsuccessful may write to the contracting authority through pro contract, the Council’s procurement portal or at the address given below to request further information.

The contracting authority will, as appropriate and further having regard to applicable laws, provide any further information to the economic operator regarding its tender submission and the outcome.

The above is without prejudice to any remedies that are available to economic operators under the Public Contracts Regulations 2015 and other applicable law.
