Norfolk County Council wishes to reopen the procurement for framework agreement of external training providers to deliver quality apprenticeships across a variety of occupational areas throughout Norfolk. We are seeking further provision of current Apprenticeship Standards and Apprenticeship Frameworks as defined the SFA. As new standards are developed, and frameworks close, we would expect Providers to be adaptable and flexible to support this. We will contact providers to identify their capacity and interest in delivering new standards as well as opening this opportunity to the market. The framework agreements are being let by Norfolk County Council as the Contracting Authority, but with the consent of Norfolk County Council, will be available for use by any District Council, any Public Sector body, any Educational establishment and NHS bodies operating in the geographical county of Norfolk or in any adjoining counties.

The Authority has considered (pursuant to the Public Services (Social Value) Act 2012) whether to explicitly seek social value through this procurement, but has decided that it is not appropriate on this occasion as Social Value is embedded in the Service Specification. The Authority has also concluded that it is not necessary to consult about social value in this instance.
The arrangement is multi-lotted and is open to multiple suppliers under each lot and is being let under the Light Touch Regime. The Framework Agreements differ from those let under the non-light touch regime in that the Council, exercising its flexibility, will open the Framework Agreement periodically for new applicants throughout its term and reserves the right to extend the framework from its 48 month initial term for an additional 48 months, in 2 period of 24 months.
Contracts awarded under the framework may have a maximum total duration of 10 years. No contract awarded from the framework will be permitted to extend beyond 1.3.2037.
The framework agreements are being let by Norfolk County Council as the Contracting Authority, but with the consent of Norfolk County Council, will be available for use by any District Council, any Public Sector body, any Educational establishment and NHS bodies operating in the geographical county of Norfolk or in any adjoining counties.
The estimated value has been calculated based on the estimated annual levy payable by Norfolk County Council multiplied by the maximum length of the framework. We have estimated a value based on the assumption that all those organisations who have indicated they will use the Framework will do so and added these figures together.

The Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern EN Standard form 02 — Contract notice 12 / 19 Ireland). Proceedings must be brought within 30 days from the date of knowledge (the date on which the economic operator first knew or ought to have known that grounds for starting the proceedings had arisen) unless the Court considers that there is good reason for extending the period within which proceedings may be brought, in which case the Court may extend that period up to a maximum of 3 months from the date of knowledge.
