Norfolk County Council, on its own behalf and on behalf of Cheshire Pension Fund, the Environment Agency Pension Fund, London Borough of Hackney, London Borough of Tower Hamlets, Merseyside Pension Fund, Cambridgeshire, Northamptonshire and West Sussex County Councils wishes to let a multi-provider framework agreement for the provision of Investment Consultancy Services primarily in support of the Local Government Pension Scheme (LGPS).

The framework agreement is being let by Norfolk County Council as the contracting authority, and can be used by:
— Norfolk County Council and its agents;
— Any successor body to the Council including any company formed by the Council to carry out its Norfolk Pension Fund functions;
— Any organisation the Council outsources its Norfolk Pension Fund requirements to;
— Any public body with which the Council enters into pooling arrangements for the provision of its Norfolk Pension Fund services.
The Council is working closely with the following authorities, who have expressed an intention to procure services under the framework (including itself):
Cambridgeshire, Northamptonshire and West Sussex County Council, Cheshire Pension Fund, the Environment Agency Pension Fund, London Boroughs of Hackney and Tower Hamlets and Merseyside Pension Fund.
This framework may also be used by:
— any LGPS administering authorities and any of their participating employing authorities as defined in the Local Government Pension Scheme Regulations 2013 SI2013 No 2356 (as amended) and the Local Government Pension Scheme (Administration) (Scotland) Regulations 2008 as amended by SSI 2011/349;
— the Committee (the NILGOSC) and employing authorities as defined in the Local Government Pension Scheme (Administration) Regulations (Northern Ireland) 2009 / SRNI 2009/33;
— the Board of the Pension Protection Fund http://www.pensionprotectionfund.org.uk;
— any other administering authority or organisation of a public sector pension scheme or any public sector body that requires pensions related services; and
— any Common Asset Pool or Collective Investment Vehicle established by or on behalf of an administering authority or group of administering authorities; any Local Government Pension Fund(s) or groups of Pension Funds; or any bodies, organisations or companies established by them for the purpose of operating on a collective basis.

This procurement has been split into 3 Lots, providers may bid for any or all lots.
Lot 1 — Investment Consultancy Services;
Lot 2 — Manager Search/Selection/Monitoring and Review Services;
Lot 3 — Investment-related project services.

VI.4.3)Review procedure
The Public Contracts Regulations 2015 (as amended) provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern EN Standard form 02 — Contract notice 12 / 19 Ireland). Proceedings must be brought within 30 days from the date of knowledge (the date on which the economic operator first knew or ought to have known that grounds for starting the proceedings had arisen) unless the Court considers that there is good reason for extending the period within which proceedings may be brought, in which case the Court may extend that period up to a maximum of 3 months from the date of knowledge.
