Every year the Smoke Free Service will be expected to treat 5 per cent of the North Yorkshire smoking population, in line with best practice. The Smoke Free Service will also contribute to the wider tobacco control programme outlined in the North Yorkshire Tobacco Control Strategy and will support the Council’s local population outcome which is to inspire a smoke free generation.

II.2.1)Total quantity or scope:
— Block Contract (maximum of 320 000 GBP per annum);
— Harm Minimisation (20 000 GBP per annum);
— Incentive Referral Scheme (20 000 GBP);
— Tariff Based Payments (maximum of 504 349 GBP).
The Harm Minimisation budget is available in years 1 and 2, to pilot a Harm Minimisation service. The Council will evaluate the pilot at the end of year two and decide if this funding shall continue until the end of the contract term (including any subsequent extensions).
There is up to 45 000 GBP available in Year 1 as a one off payment for implementation costs.
The service is due to commence on 1.1.2016 for an initial period of 3 years. The Council will have the option to extend the contract for a period of up to 2 years.

Range: between 1 800 000 and 4 366 745 GBP
