The contracting authorities are entering into a competitive procurement process to award a contract to a private sector partner or consortia of partners to meet the County Council’s requirements for an Extra Care Housing and Regeneration Programme across North Yorkshire. It is envisaged that the private sector partner will provide (or arrange the provision of) and will be held accountable for the “Partnering Services”, which will include but not be limited to the development of a strategic investment programme for (a) delivery of the County Council’s required Extra Care Housing Programme across North Yorkshire and (b) services and facilities which may include housing, leisure and sports facilities, commercial, retail, offices, health and community facilities (together the “Relevant Facilities”) in partnership with the County Council and other contracting authorities.
It is intended that the contract for Partnering Services for Relevant Facilities will be provided by the County Council but the Partnering Services will be open to other Local Authorities, District Councils, Borough Councils, NHS Foundation Trusts, NHS Mental Health Trust, NHS England and Clinical Commissioning Groups and other contracting authorities engaged in the provision of Extra Care Housing, housing and regeneration projects and the provision of primary, community and secondary care services in England.
It is envisaged that these Partnering Services may also comprise the following services:
(a) strategy advisory services;
(b) programme management services;
(c) project development services;
(d) project funding;
(e) procurement consultancy services;
(f) extra care services;
(g) housing services; and
(h) procurement and delivery or management of all services required to deliver the strategic investment programme for the Relevant Facilities (including through the provision, integration and management of supply chain arrangements). It is anticipated that such services may include:
(i) architectural services;
(ii) engineering services;
(iii) construction services;
(iv) technical services;
(v) building services;
(vi) hard facilities management services;
(vii) soft facilities management services;
(viii) housing services;
(ix) leisure and sport services;
(x) apprenticeships;
(xi) commercial services;
(xii) retail and/or office management services;
(xiii) services relating to the provision of factories and workshops; and
(xiv) services relating to the provision of health facilities.
It is envisaged that the Relevant Facilities, which may be a mixture of new build and refurbished facilities, will comprise a large number of Extra Care Housing schemes within North Yorkshire with individual units for occupation under a range of tenures.
It is anticipated that the contract will be for a period of up to 30 years (but the County Council reserves the right to award a shorter or longer term of contract where this is shown through dialogue to provide better value for money) with partner(s) who will provide design and build, finance, facilities management (including repairs and maintenance), tenancy/leasehold management and related services, housing management and support, scheme management and allocations service. This may include the delivery of the Relevant Facilities through one or more separate joint venture companies, partnerships or other vehicles (“JV”) into which the private sector partner will invest equity. Where a Special Purpose Vehicle (“SPV”) is formed the shareholders or members in such SPV may include the successful bidder or consortium, the County Council, third party equity providers, supply chain or service providers and other contracting authorities. The County Council and other contracting authorities may contract directly with the bidder or consortium or, where an SPV is formed, the SPV.
The County Council also requires proposals that include meeting the care and support needs of customers, provided that customers can exercise their statutory right to choice and control via the Personalisation Agenda. The Council expects bidders to propose solutions to satisfy its output based specification.
