The services are intended to be delivered through a Framework Agreement, for up to 3 different Sites, to provide up to 160 beds in total, to support individuals with eligible nursing needs who require support within a nursing care home.
Site One has been identified as: Hillfield Nursing Care Home. Hillfield Lane, Stretton, Burton-on-Trent. Staffordshire. DE13 0BW. Site 2 and Site 3 have yet to be identified and are not guaranteed.

This procurement is for the provision of services to deliver all aspects of care provision in a residential nursing home setting, including and not limited to meeting all service user’s social care needs, nursing needs (General Nursing and Dementia Nursing), well-being needs and, in addition, all aspects of cleaning and maintenance of the building and its contents and all aspects of catering and laundry as set out in the specification.
The services are intended to be delivered through a Framework Agreement, for up to 3 different sites, to provide up to 160 beds in total, to support individuals with eligible nursing needs who require support within a nursing care home.
Site 1 has been identified as: Hillfield Nursing Care Home. Hillfield Lane, Stretton, Burton-on-Trent. Staffordshire. DE13 0BW. Site 2 and Site 3 have yet to be identified and are not guaranteed.
For each identified Site, a contract will be called off the Framework Agreement through an order and a lease for each site will be entered into by the Council and the provider.
The services will increase the number of good quality affordable nursing home provision for Council supported service users.
Each Site identified will be intended for full capacity to be utilised for Council Funded Service Users. If there is not enough demand for the beds throughout the contract period from Council Funded Service Users, the Council reserves the right in agreement with the provider to release beds to Self-Funders.
The Lease entered into for Site 1 will be at a Peppercorn Rent. The Council has set this rent to maximise the benefit in the commissioned weekly care bed price. Any Lease entered in to for Sites 2 and 3 will have individual Leases with potentially differing rent costs.
The supplier must have the ability to deliver a 100 % nursing model at each Site, plus the ability to support, if required, a number of individuals with residential only needs. The supplier will ensure that both General Nursing placements and Dementia Nursing placements are provided at all of the Sites.
The Council will provide a block payment to fund the social care aspects of the residents care needs. In addition, the supplier will liaise with the NHS directly to receive Funded Nursing Care (FNC) for any eligible placements
The framework is for the period 1.4.2020 to 31.3.2024.
A bidders event will be held on Thursday 18.7.2019 at 9:30 at Lichfield Guildhall, Bore St, Lichfield WS13 6LU. This will be to provide the opportunity to further understand the Council’s requirements. Any questions raised at the event and any subsequent answers will be available in written form through the e-tender portal to any bidders irrespective of whether they attend the event or not.
Attendees will be limited to 3 (three) per organisation, suppliers are requested to raise a dialogue via the ‘message’ option to request a place at the event. Names of attendees should be submitted as part of the request.
