II.2.4)Description of the procurement:
The Occupational Health Service will be provided to all employees of the Trust including bank staff, volunteers, seconded staff and individuals with honorary appointments with the Trust.
The OH Service will be expected to provide:
— A professional, cost-effective and comprehensive system of high-quality occupational health care for employees;
— Professional assistance and support in the management of sickness absence, which aims to both support staff and reduce levels of sickness absence;
— Professional medical examination and advice in respect of employee medical suitability to carry out the duties and responsibilities of their jobs;
— Professional advice and guidance to enable the Trust to support employees during periods of ill-health, whether short or long term illness, with an aim to bring staff back to work at the earliest stage possible;
— Professional advice, guidance and recommendations on rehabilitation, redeployment, ill-health retirement and management of disability and mental health conditions;
— Professional advice and guidance in respect of health related legislation.

The provider is expected to present ideas and options for how this approach could be developed and delivered. Innovative proposals are strongly welcomed. Key steps may include:
— Develop in partnership between the provider and the Trust and an outcomes based service model for OH.
— Develop and agree performance measures against which the service can be measured.
— Pilot the outcomes based approach with an identified cohort of cases.

The EAP should include:
— 24 x 7 confidential free-phone helpline for personal and work-related issues;
— Online access to practical self-help information and interactive tools;
— Telephone, face-to-face and e-counselling, as appropriate;
— Access to legal services, trauma support, carers support.
