Workplace drug and alcohol testing for safety purposes. Provision of collection and analysis of samples and provision of results with toxicological advice when needed. Urine testing for drugs, breath-testing for alcohol – for cause, unannounced (random), post incident, pre-employment, pre-promotion and transfer into safety critical jobs.
Virology. very occasional assessment of risk for exposure to blood borne pathogens with sample collection and saving for testing, and provision of post exposure prophylaxis where necessary. For occupational health staff, and for other staff where potential exposure has occurred.
Blood testing. Provision of phlebotomy, analysis and results. Small regular requirement for blood testing as part of assessment of alcohol related disease. Includes FBC, liver function tests including GGT, and CDH. Infrequent requirement of blood testing for exposure to lead – laboratory must be HSE approved. Very occasional requirement for other blood testing for medical assessment purposes.

Medical Assistance Programme administration and booking.
TfL uses private medical investigations and treatment for a relatively small number of cases to retain frontline staff in work and expedite return to work. The gatekeeper for this is TfL OH. The supplier will have favourable rates with many health providers and will organise appointments and delivery of medical reports following the investigations and consultations.
Where requested, the supplier will use providers chosen by TfL OH. The most common use of this service is the use of orthopaedic surgeons and medical investigations for a variety of conditions.
Drug and alcohol counselling / residential care / ear acupuncture / supervision service for DAATS team.
TfL OH offers a comprehensive drug and alcohol assessment and treatment service (DAATS).
— Occasionally additional addiction specialist resource is needed to work in the team. The supplier will manage the booking and payment for this additional resource; the resource will be specified by DAATS,
— about 35 clients of DAATS each year are referred for residential treatment for a period of weeks at rehabilitation centres.
The supplier will manage booking and payment for this. The centres will be specified by DAATS. A DAATS counsellor visits each client whilst in residential treatment at least once. The supplier will be involved in the organisation of this.
— The clients attending a programme with DAATS benefit from ear acupuncture, provided by a therapist specified by DAATS once or twice a week. The supplier will manage the contract and payment of this individual,

Good understanding and Reference to in-house OH services is essential and use of In-house OH advisors as part of the staffing of each fair is encouraged if resourcing allows (eg physiotherapists, counsellors). Provision of health questionnaires and other health leaflets.
Storage of supporting equipment, leaflets etc and transport of these to and from fairs is part of the provision expected from the supplier.
Flu jabs.
Planning, advertising and delivering flu jabs to approx 3000 TfL staff at about 45 locations across Greater London from.

1)Short description:

Mental Health Hot Spot Work – Targeted on site support for stress.
As part of our annual mental health plan, we identify teams or business areas which appear to be experiencing problems with stress – either high levels of absence or high levels of self reported work related stress. Once these areas have been identified we aim to provide a comprehensive package of onsite support in order to identify issues, reduce stress levels and improve attendance and work performance. This package includes the provision of workshops and coaching in the following areas: mental resilience, mental health awareness, active management of cases for managers, and maintaining resilience through challenge and change. Other training interventions may be required to be developed and delivered according to needs based assessment.
Stress Reduction Groups.
This is a six week programme delivered by the in-house counselling team at TfL to a group of 6 to 12 employees. The programme provides employees with a‘toolkit’ aimed at providing employees with the life skills of managing stress effectively. giving individuals new and beneficial interpersonal skills to help them have a less stressful and much more satisfactory life experience. Sessions cover the following topics: information on the physical, emotional and behavioural effects of stress, and help with identifying stress triggers. The impact of lifestyle and how this can on increasing stress levels. Techniques to help challenge unhelpful thoughts and behaviour patterns which diminish ability to cope with stress.
The overall emphasis is on empowerment and autonomy for individuals to take control, to minimise impact of stress, achieve a better work life balance and increase resilience. There is also a powerful peer support element.. Follow up sessions are also available. The provider should deliver the format for the 6 week programme and all materials for the delivery of the workshops. The programme should be kept up to date with relevant changes to the literature and research in the field of stress management, stress reduction and health promotion. These updates should be provided as part of the overall cost of the programme. The provider should also run quarterly group supervision sessions at our offices for the counsellors running the programme, and telephone supervision on demand. Supervision is to support counsellors, assist the development of new skills, provide advice on any difficulties arising and ensure that professional standards are maintained. The provider will also provide basic introductory training for new members of the CTS team who are scheduled to deliver stress reduction group work. This is to prepare and familiarise with materials to be used and group work principles relevant to this programme.

TfL makes the provision of medical examinations every other year to approximately 1000 senior managers and every year to up to 60 Directors for the purpose of early diagnosis and regular review of health. The supplier must have clinics in London and it is preferred that they also provide other clinics in the London commuting area. Investigations and examination for a basic assessment of all major systems are required. Examination must be by a doctor. Audiometry is essential. Other required assessments are mammography for women over 40, PSA for men over 40 and cardio respiratory fitness for all, within guidelines relating to safety. Individual reports to individual (and TfL OH if consent given) and annual report analysed to show population health risks and group risks.

All discussions, meetings and communications will be conducted in English.
The contract will be subject to English law. Tenders and all supporting documents must be priced in GBP and all payments under the contract will be made in GBP.
This procurement and award is subject to the transparency arrangements being adopted by the UK Government. These arrangements include the publication of tender documentation issued by TfL and the contract between the TfL and suppliers.
The Freedom of Information Act 2000 (FOIA) gives the public a legal right of access to information held by public authorities. The public now have a right to know about our work and it is our duty to operate with openness and transparency.
A person making a FOIA request is entitled to two things, unless an exemption applies. These are:
— to be informed whether we hold information of the description requested, and
— if so, to have that information communicated to him or her.
All information held by TfL is caught by the FOIA. The rules about disclosure apply regardless of where the information originated. This means that all the following types of information may be subject to disclosure:
(a) information in any tender submitted to us;
(b) information in any contract to which we are a party (including information generated under a contract or in the course of its performance);
(c) information about costs, including invoices submitted to us;
(d) Correspondence and other papers generated in any dealing with the private sector whether before or after contract award.
This means TfL will be obliged by law to disclose such information unless an exemption applies.
General rules on Disclosure.
In the absence of special circumstances:
(a) all Invitations to Tender published by TfL will be available to the public on request;
(b) responses to tenders will be held in confidence until contract award;
(c) information about the total value of tenders will be made available to the public on request, but only in response to requests made after contract award.
Any person tendering for or contracting with TfL must notify TfL during the tendering or negotiating process of information which they consider to be eligible for exemption from disclosure under the FOIA. Such information must be referred to as reserved information.

VI.4.2)Lodging of appeals

Precise information on deadline(s) for lodging appeals: The contracting authority will incorporate a minimum of 10 calendar days standstill period at the point information on the award of the contract is communicated to tenderers. This period allows unsuccessful tenderers to consider the decision and highlight any errors in the award process. Such appeals should be addressed to the contact in I.1.
