Swindon Borough Council invite expressions of interest from suitably qualified and experienced service providers for the provision of an Occupational Health Service and an Employee Assistance Programme for the employees of the Council (approximately 2,700 permanent/temporary, fixed-term and casual employees), which addresses health issues in connection with an employee’s occupation or job.
The Council recognises the value of having in place an effective and efficient Occupational Health Service and Employee Assistance Package for its employees. The service will enable the Council to review and realign provisioning and support to our organisation aims in terms of achievement of value for money; to reduce sickness absence levels and to be able to attract and retain quality staff. The aim is for this essential service to directly contribute to the Council’s organisation aims, objectives and strategies as determined by the Health and Safety Executive, the Health and Safety Commission (HSC), the Audit Commission and other statutory and regulatory agencies to include compliance with the HSC Strategy for Workplace Health and Safety in Great Britain in 2010 and Beyond; Audit Committee Absence reporting, monitoring and review and Health and Safety legislation and regulations.
Service providers will need to pre-qualify, prior to Invitation to Tenders being issued. The tender will be divided into two lots (A) Employee Assistance Programme Services and (B) Occupational Health Services. Service providers can bid for either or both lots.
It is proposed the contracts will be awarded for a 3 year period with the option to extend for a further 2 years subject to performance, in order to ensure business continuity and a streamlined and efficient service. This is a competitive tender, and contracts will be awarded to the organisation(s) deemed to represent the most economical and advantageous tender. More detailed information will be contained in the Invitation to Tender documentation, which will be issued subsequently to qualified applicants.
The Pre-Qualification questionnaire evaluation model will use the following criteria to assess all the submissions for short listing:
Technical & Professional Ability 40%
Q 5.1 Describe any other system for monitoring and improving Quality that you feel may be applied to this particular project. (Weighting of 40%)
Business Capability 30%
Q 8.3 State your organisation’s experience in delivering the same or similar service to that described in this procurement activity during the last 3 years. For those companies whose experience was gained as part of their parent company (equivalent) and whose relevant activities transferred to the new company, then details can be provided as evidence of experience during the last 3 years. (Weighting of 10%)
Q 8.4 Provide details of technical and professional qualifications, skills base and relevant experience of staff and/or managers currently employed in similar work to this contract. (Weighting of 15%)
Q 8.5 Provide details of all professional or technical certification schemes of which your organisation is a member. (Weighting of 5%).
Experience & Track Record 30%
Q 9.1 & Q 9.2 Provide brief reference details of two contracts relevant to this particular activity, of more than 12 months’ duration, which are still running or have been completed within the last 3 years. (Weighting 15% for each reference)
The Pre-Qualification Questionnaire(s) must be returned using the attached address label (with no marks identifying the sender) to the Authorised Officer, Lesley Wilson, Contract Manager, Commercial Services not later than 12 noon GMT on Friday 7 December 2012.
Any questionnaires received after this date and time will not be considered.
Pre-Qualficiation Questionnaire submissions delivered by hand must be presented at the address given on the attached label and a receipt obtained from the receptionist showing the date and time of acceptance.
It should be noted that for a questionnaire to be evaluated it must be completed in full. Organisations making a submission should note that the Council will not be responsible for any loss or expense incurred in the preparation and submission of your questionnaire.
There are a number of pass/fail questions included within the Pre-Qualification Questionnaire and these are clearly identified as ‘ MANDATORY’. Failure to comply with Swindon Borough Council requirements for these mandatory sections will result in disqualification from the evaluation process.

Clarifications to the Contract Attachments may be submitted up to 30 November 2012, 12:00 GMT by email to Lesley Wilson at firstname.lastname@example.org. Clarification responses will only be uploaded as further Contract Attachments to this webpage on a regular basis.
