Southend-on-Sea Borough Council is seeking the services of a suitable Service Provider to deliver an effective and modern Occupational Health Services and Employee Assistance Programme to all 1 900 council employees. The Council also has Partners that access this service via the contract set up by the council, council partners including Local Authority Trading Company, Schools, ALMO and other Local Authorities.
This contract is split into lots and interested providers are invited to bid for each or both lots:
Lot 1: Provision of Occupational Health Services;
Lot 2: Provision of Employee Assistance Programme.
The contract period will be for 36 months, commencing 1.4.2019 with an option.
To extend for 12 months to a maximum contract duration of 48 months.

Southend-on-Sea Borough Council is seeking the services of a Provider to deliver an effective Occupational Health service to all council employees. The Council also has Partner Organisations that access this service via the contract set up by the council, including Local Authority Trading Company, Schools and ALMO.
The key objectives are:
— proactively support the Council and its Partner Organisations by providing professional Occupational Health service, which will lead to employee greater well-being, improved health and increased engagement with managers, HR and other Providers to achieve the best outcomes for employees and the Council,
— the provision of an Occupational Health (OH) service that is of a high quality, efficient and customer focused and provides best value for money whilst reflecting the culture of the organisation and its partners,
— to deliver the service in accordance with good practice and in accordance with the Councils and Partner Organisations equality and diversity policies and HR procedures,
— the Provider guarantees strict confidentially and meets the General Data Protection Regulations,
— to support the well-being of staff through the steps set out in the specification by proactively managing employees who are unwell and to provide clear and professional advice on reasonable solutions that are in line with the organisations HR policies,
— the Provider to be expected to contribute to the delivery of reducing total absence and duration of absence, enabling the Council and Partner Organisations to achieve their absence reduction targets,
— the Provider to proactively work alongside our Employee Assistance Programme provider and our Absence Management Provider to contribute to the delivery of reducing absence and improving staff well-being and ensure employees are able to access or be referred to appropriate services in a timely manner,
— the Provider will work directly with the Council and its Partner Organisations to ensure all employees are made aware of the Occupational Health service, its scope of services, the extent of confidentiality and access options,
— to support Council in fulfilling its obligations under the Health and Safety Act to comply with Employer Duty of Care.

Southend-on-Sea Borough Council is seeking the services of a Provider to deliver an effective Employee Assistance Programme to all council employees. The Council also has Partners that access this service via the contract set up by the council, including Local Authority Trading Company, other Local Authorities, Schools and ALMO.
The key objectives are:
— proactively support the organisation and partner organisations by providing professional employee assistance service to all employees, which will lead to their greater well-being, improved health and increased engagement,
— to provide staff will free access to support, 24/7 365 days per year, including confidential advice on the phone and/or online and where required up to 6 face to face counselling sessions for all employees, or couple/family counselling,
— to provide family members with free access to support, 24/7 365 days per year including confidential advice on the phone and/or online support,
— the provision of the EAP is of high quality, efficient and customer focused reflecting the culture of the organisation and its partner organisations,
— the Provider should continuously identify factors affecting mental health and wellbeing, enabling the organisation and its partners to accurately identify the problems in their workplace and take steps to prevent them,
— the Provider should ensure that the service is delivered in compliance with Equality and Diversity and good practice,
— the Provider guarantee strict confidentiality and meets the General Data Protection Regulations,
— the Provider to proactively work alongside our Occupational Health Service and our Absence Management Provider to contribute to the delivery of reducing absence and improving staff well-being and ensure employees are able to access or be referred to appropriate services in a timely manner,
— the Provider will work directly with the Council and its Partners to ensure all employees are made aware of the programme, its scope of services, the extent of confidentiality and access options,
— the Provider should be aware and adhere to EAPA Standard of Practice and Professional Guidelines for EAP.
